Job Requisition Number: Q10829 Conducts market research; prepares requirements documents (i.e., Requirements Definition, Analysis of Alternatives, Acquisition Plans, and Determination and Findings, etc.), cost estimates, performance-based work statements, and source selection plans. Provides expert advice to senior government leadership on various contractual issues and innovative methodologies. Develops Request for Quotes (RFQs), Request for Proposals, and Task Orders. Must Have the Following: U.S. Citizen. 21+ Years with HS or 17+ Years with AA or 15+ Years with BS or 13+ Years with MS or 10+ Years with PhD.Prefer to Have the Following: Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM). Experience operating as Federal contracting officer's technical representative and/or warranted contracting officer experience. Working knowledge of performance-based contracting including the use of a performance work statements, statement of objectives, and quality assurance and surveillance plans, as specified in the Federal Acquisition Regulations and the Seven Steps to Performance Based Services Acquisition Guide (www.arnet.gov).
