Principal Material Estimator

Responsible for developing and preparation of supply chain’s material and labor bids in support of production and engineering proposals. Responsible to obtain and document vendor pricing in support of the Bill of Materials (BOM). Collect and document cost and pricing data for all supply chain functional areas. Support program in all customer and government factfind audits. RFP/Issuance BOM Pricing: Review and determine customer proposal requirements and pricing strategies. Responsible for activities needed to determine requirements and pricing strategies including attending MPM/Program Planning Meetings Determine suppliers to be quoted: Responsible for activities needed to review and analyze the BOM for current pricing and determine suppliers to be quoted including management review and approval Generate SCM Labor Estimates: Responsible for activities involved in creating, reviewing and approving SCM Labor Develop detailed Task Description (TD) and Basis of Estimate (BOE) for SCM functions. Participate and support all base material fact-finding, and negotiations, to include all aspects of the estimating to ensure consistency between the proposed-based material. Render assistance to Program Office on all Customer, DCAA, and DCMC audit and fact-finding questions on base material. Coordinate as required proposal estimates reviews, and sign-off. Support Proposal updates, Pre-negotiation and Post-negotiation Sweeps. Basic Qualifications & Education: - Bachelors degree -Minimum of 6 years of related experience -Must be able to manipulate and analyze large data files in Excel and also create pivot tables and graphs - Ability to write clear and effective Basis of Estimates (BOEs) and Task Descriptions (TD) in support of proposal estimates - Must have excellent verbal and writing skills - Must be able to interpret Federal Acquisition requirements for government proposals, specially Truth In Negotiations Act (TINA) requirements - Candidate must understand and be able to apply the learning curve theory to estimates - Must have an understanding and applicability of Cost Estimating Relationships (CERs) in proposal estimates - Knowledge of FAR/DAR requirements of government contracts Raytheon is an equal opportunity employer and considers qualified applicants for employment without regard to race, color, creed, religion, national origin, sex, sexual orientation, gender identity and expression, age, disability, or Vietnam era, or other eligible veteran status, or any other protected factor.
