Job Responsibilities:
- Under general direction. Within delegated commitment level, acts as an authorized agent of the company with the responsibility to commit company resources through contracts and agreements for the procurement of goods and services.
Oversees supplier related activities.
- Participates in the new business acquisition process when required. With general direction, performs the following tasks with full competency: Interprets and enforces contract terms and conditions.
- Documents procurement decisions, creates contract correspondence, and administers contract changes between The Company and suppliers.
- Ensures compliance with all relevant ULA procedures and contract requirements.
- Integrates activities with internal and external customers and suppliers to fulfill contract requirements and reconcile contract issues.
- Manages contract terminations and closeouts.
- Ensures overall adequacy, accuracy and soundness of judgment for all work performed.
- Provides guidance to less experienced employees.
With general direction, performs the following tasks with full competency:
- Defines performance expectations and establishes relevant metrics.
- Gathers and evaluates performance data. Meets with suppliers and ULA partners and discuss performance-related issues.
- Develops improvement plans and monitors progress.
- Monitors supplier capability, capacity and business health.
- Leads regular supplier performance reviews.
- Builds successful supplier relationships.
- Ensures overall adequacy, accuracy and soundness of judgment for all work performed.
With general direction, performs the following tasks with full competency:
Develops supply base strategies to right size supplier base.
- Implements supplier performance measurement, strategic sourcing process, supplier development, supplier diversity, enterprise metrics, common terms and conditions, and ULA enterprise supplier tools.
- Develops and implements supplier controls and measurements including preferred and certified supplier(s).
- Supports, participates or leads supply chain integration or enterprise process improvement teams.
- Ensures overall adequacy, accuracy and soundness of judgment for all work performed.
With general direction, perform the following tasks with full competency:
Develop negotiation strategy based upon the proposal analysis.
- Lead the supplier negotiation process.
- Negotiate pricing and all other elements of the contract terms and conditions.
- Prepare and execute the negotiated contractual documents and all other pertinent or necessary binding agreements with suppliers (e.g., teaming, administrative, intellectual property, proprietary information, product support, bonded store, etc.).
- Ensure overall adequacy, accuracy and soundness of judgment for all work performed.
- With general direction, integrates and coordinates internal and external customer requirements to establish and document procurement requirements consistent with customer expectations.
- Ensures that procurement requirements are adequate, accurate and reflect sound judgment. With general direction, develops procurement solutions to best support customer requirements consistent with program and company goals and objectives.
- Ensures that solutions are adequate, accurate and reflect sound judgment.
With general direction, perform the following tasks with full competency:
Participate on cross-functional team efforts with suppliers and/or customers.
- Employ project management tools (e.g., earned value management, risk management, contingency planning, integrated schedules, etc.) as required to manage supplier performance, including technical, quality, cost and schedule.
- Facilitate, integrate and document technical and business communications between ULA, supplier(s) and customers.
- Ensure overall adequacy, accuracy and soundness of judgment of all work performed.
- With general direction, identifies viable sources.
- Develops and issues requests for information, quotations, and proposals.
- Conducts bidder conferences as required.
- Leads the proposal analysis process and selects best value source.
- Ensures overall adequacy, accuracy and soundness of judgment for all work performed.
- Bachelor's and 6 to 9 years' related work experience, a Master's degree and 4 to 7 years' related work experience or an equivalent combination of education and experience.
Required Skills/Knowledge:
- Experience specific to developing subcontract specifications, work statements and terms and conditions used in the procurement of machined parts, sheet metal parts, and outside processing such as plating, passivation, heat treating, etc.
- Experience with reading blueprints/specifications, issuing purchase orders, vendor selection, price/cost analysis, proposal evaluation and negotiation is required.
- Must have strong verbal and written communication skills as well as strong computer skills in Microsoft Suite products.
- Requires Bachelor's degree and 6 to 9 years' related work experience, a Master's degree and 4 to 7 years' related work experience or an equivalent combination of education and experience.
Desired Skills/Knowledge:
- Experience with SAP is desirable.
- This position requires exceptional interpersonal and organization skills in conjunction with excellent written and oral communication capabilities and leadership skills necessary to maintain organizational focus and achieve consensus within diverse teams.
- Experience working with cross functional teams is required.
- The successful candidate will be a self starter able to work autonomously and perform in an environment with minimal supervision and guidance.
