To apply for this position visit: http://www.dyncorprecruiting.com/ext/detail.asp?dyn1947 Position DescriptionPurpose of the Classification:Responsible for delivering information technology (IT) and IT security services to support the operations and management of the Afghan Police Program (APP). Duties include ensuring the proper operation and security of computer systems and local area network devices and other IT systems and applications. The Project Manager for Information Technology and Information Technology Security is responsible for implementing, operating, and maintaining systems in accordance with corporate, program, and customer policies and procedures in a high-threat and challenging environment. The Project Manager for Information Technology and Information Technology Security is also responsible for coordinating activities and services with Government representatives, the Project Manager for Communications, the Deputy Program Manager for IT and Communications and the other Deputy Program Managers.Principal Responsibilities of the Classification: Performs many of the following responsibilities as they pertain to assigned programs:• Manages information technology operations including installations, deinstallations, relocations, maintenance, help desk services, performance and security monitoring, asset management, and logistics operations, including supporting security certification and accreditation of automated systems • Responsible for subcontract and vendor oversight and management. Serves as the designated Subcontract Technical Monitor (STM) for information technology and communications support subcontracts. Monitors subcontract performance through regular site visits, reviews, and analysis of subcontractor progress reports as well as customer feedback. Reviews invoices from subcontractors and vendors. • Conducts project reviews, technical reviews, monitor monthly subcontractor progress reports, financial reports, and/or visits to the subcontractor and work site to ensure that subcontractors furnishing major or critical items are making satisfactory progress in the performance of the work, are meeting milestone and delivery schedules, are resolving problems that arise, and are expending funds proportional to work accomplished. • Ensures systems and services meet mission requirements and complies with appropriate policies, standards, and procedures. Coordinates with the regional CIVPOL information technology and communications manager to recommend, evaluate, or support improvement initiatives to enhance mission performance or meet mission requirements. • Develops and enforces local operations, performance, and security standards to optimize information system and communications operations. Develops and manages a technology refresh program. Responsible for identifying and resolving inconsistencies between operational realities and published standards and policies. Coordinates directly with their counterpart DPMs managing the other subtasks on service management, technical and service performance issues involving staff resources directly related to their respective project areas. • Coordinates force protection and security requirements with the Security Manager and transport and billeting/meal requirements and spares stockage and issue with the Logistics Manager. • Develops, implements, reviews, and updates, and tests emergency IT/Comm plan, continuity of operations plan, contingency operations plan, and related standard operating procedures. • Provides status reports and coordinates activities with the regional information technology and communications manager and with other information technology organizations in DynCorp International. Education Required: Bachelor’s degree in information technology or related communications field or equivalent in experience or professional trainingExperience Required:• Minimum ten years of operational experience in managing enterprise information systems, including networks, servers, workstations and secure systems, including 3 to 5 years operational experience with information technology systems, preferably in contingency or combat situations • Experience with client-server and other software operations over Very Small Aperture Satellite Terminal (VSAT) systems • Management experience in information technology and/or tactical communications projects or programs.Special Knowledge/Skills Required: • Professional level certification in one or more of the following disciplines is required: Microsoft products, Cisco products, and information security. • Experience with managing a business information technology environment, preferably operational experience in a hostile environment. • Knowledge of common information technology applications and services, network services, computer and communications systems, and associated protocols and industry standards and Federal information security and device configuration standards. • Experience with handheld, notebook, laptop and desktop computers, printers, servers and other local area network devices and infrastructure including wireline and wireless networking protocols, standards and equipment. • Ability to keep abreast of technology changes and apply those changes to the operational environment. • Ability to understand and carry out verbal and written instructions and work in cooperation with colleagues • Ability to manage subcontractors and vendors within the scope of their contracts or service level agreements. • Capability and demonstrated ability to analyze requirements, make recommendations, and improve or maintain systems and components. • Ability to develop and implement user and staff training programs, primarily addressing information system and communications security and operations. • Ability to communicate fluently in the English language • Excellent organizational ability, in order to set priorities, organizes workload, handle multiple responsibilities and meet deadlines. Ability to function effectively in a split reporting chain environment. • May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure. • Ability to use automated tools such as Microsoft Office to communicate and present ideas, information, and reports. • Ability to conduct duties and assignment in accordance with operating procedures, policies and plans.Security clearance required: None
