JOB DESCRIPTION:
Plan, develop, and execute the risk management program for a major DoD development and sustainment program, the Global Positioning System (GPS). Apply system engineering, program management, and technical discipline knowledge and experience to identifying major program technical, schedule and cost risks; assessing risk impact and severity and risk likelihood of occurrence; develops risk mitigation plans from an analysis of mitigation options; manages the overall risk management program for an $8 billion DoD program, the Global Positioning System (GPS) including the space system (including secondary payloads), ground control system and military and civil user equipment (UE) (GPS receivers. Duties specifically require skills and experience necessary to:
• Assess the technical, management, schedule, and cost risks of a major development and sustainment program of national importance at the integrated program level;
• Plan and execute a comprehensive risk management program to identify, define, and plan and execute risk management strategies and plans to reduce program risk;
• Develop, document and execute program-level risk processes and train program personnel ranging from individual risk managers to senior management including the customer organization;
• Develop specific risk management approaches and plans, including "risk burn-down" plans; evaluate, recommend and implement risk management tools to improve the risk management process;
• Train and mentor junior technical personnel (individual risk managers) in the risk management process and help identify major aerospace program risk areas based on lessons learned through aerospace industry experience.
REQUIRED EXPERIENCE:
• BS Degree in Aeronautical, Aerospace, Electrical, Mechanical or Software Engineering, Physics, or Computer Science
• 10+ years of overall relevant experience including relevant aerospace industry, government, or military experience.
• Exceptionally effective communication skills including written, verbal and presentation, especially the ability to communicate complex technical risks to senior leadership / management, including the government customer.
• Strong team player, excellent interpersonal skills and strong organizing and team management skills.
• Position requires significant aerospace industry experience in managing / technically leading a major program in order to identify, define, and reduce program-level risks.
PREFERRED EXPERIENCE:
• Direct, hands-on aerospace industry experience in managing or technically leading a major program to the level necessary to identify, define, and plan and execute risk reduction actions.
• Experience in managing a risk management program for a program of national-level importance, including experience as a hands-on risk manager.
• Direct experience with the Global Positioning System (GPS) program is very highly desired; experience with a space, ground control or receiver development and sustainment program is highly desired.
• Experience with / working knowledge of risk management tools and developing risk management processes.
• Experience in applying lessons learned from aerospace industry experience to reduce GPS program risk and capturing lessons learned for future risk handling / avoidance.
• MS degree or Ph.D. in these engineering / technical disciplines highly desired
US Citizenship and an active DoD SECRET Clearance are required for the position. Must be clearable for Special Access Program (SAP) clearance.
