As the Manager of the Analysis Section in the Space Shuttle & Exploration Safety & Mission Assurance (S&MA) Department, you will report to the Department Manager and Deputy Department Manager and lead the Section in utilization of various tools and techniques to perform Probabilistic Risk Analysis (PRA) as well as Reliability and Maintainability (R&M) Analysis. You will be responsible for identifying necessary tasks, processes, training, and directing resources to fulfill NASA Task Orders to assure the Space Shuttle Orbiter and new Crew Exploration Vehicle (CEV) hardware/software products and processes meet safety and reliability specifications and requirements. You will also ensure contract deliverables meet timeliness and quality standards. You will apply your experience and work closely with Department and Corporate senior management to develop strategies, create operations plans, and effectively execute innovative PRA and R&M approaches to attract, capture, and support new customers while continuing superior performance with current NASA customer. You will be a key leader supporting SAIC new business initiatives with commercial customers in non-NASA areas including DOD and the energy sector. This position requires a high degree of customer interface, team work, communication, initiative, and leadership skills. Using these skills, you will ensure Section employees are properly assigned, trained, and empowered to function in a fast-paced, dynamic, environment. You will also instill the S&MA Core Values of Integrity, Respect, Professional Excellence, and Commitment into the Section culture, ensuring the Section meets requirements and achieves goals set by SAIC, NASA, and commercial customers Tasks include: • Shuttle Probabilistic Risk Assessment (PRA) Modeling, Analysis, and Documentation. o Provide quantitative Shuttle mission risk estimates to management, e.g., probability that a failure event or catastrophic scenario will occur. • Shuttle Flight Support o Assess flight anomaly risk level through assistance in fault tree development and quantitative risk evaluation • Shuttle Reliability Assessment o Analysis data base development and Orbiter problem trend analyses • Constellation Program (Level II) Reliability and Risk Analyses o Develop and execute mission simulation models to estimate the probability of Loss of Crew and Loss of Mission • CEV (Level III) Reliability and Risk Analysis o Perform reliability assessments for integration into LOC and LOM evaluation activities • Integrated S&MA Data Development, Methodologies and Management • Develop innovative approaches for application of above capabilities to support new customers in non-NASA areas including DOD and the energy sector • Interface with internal and external customers. Communicate effectively across Sections, Departments and through the leadership chain with internal, NASA, and other customers. • Understand conflicting demands on resources and apply creative problem solving skills and innovation to formulate plans to address these challenges, and assist in developing processes to successfully meet customer needs. • Effectively staff and match personnel with task assignments. Set clear quality, schedule, communication, and professionalism expectations. Identify and develop relevant work load and quality metrics to anticipate potential resource conflicts and maintain applicable schedules. • Develop the Basis of Estimates for Section tasks (including skill mix, estimated hours, products, services, travel). Ensure proper level of staffing to meet Basis of Estimate / Task Order service requirements. Ensure responsible stewardship is practiced in spending of travel and training budgets. • Prepare and present Section activity and performance reports to SAIC and customer management. Actively participate in Space Shuttle Program (SSP), Constellation Program, Orbiter and CEV Project forums, customer management tag-ups, Safety and Mission Assurance Panel (S&MA Panel), Safety and Mission Success Review (SMSR), System Requirements Reviews (SRRs), other design milestone reviews, Technical Integration Forums (TIMs), and other forums as necessary. • Develop and maintain a staffing plan, training plan, and succession plan for employees. Encourage and motive team members and provide constructive feedback. Identify and recommend training to enhance team skills. Administer employee performance appraisals and recommend appropriate promotions and/or merit increases. • Ensure that internal procedures and processes including applicable work/desk instructions are developed and maintained. • Participate in SAIC business development activities as requested including new proposal efforts, developing capability briefings or materials, managing work loads to allow Section personnel to apply expertise to new business efforts. • Provide regular section technical and personnel status to department management. • Create and store system and component reliability and risk data.Education: • Minimum Bachelor of Science in Engineering or Science Required Skills: • Minimum of 12 years experience in aerospace systems or minimum of 5 years experience in quantitative analysis and project management of a complex system. Preference will be given to candidates with experience directly related to human spaceflight and aerospace industry. • Strong knowledge of quantitative analysis, systems engineering, and project management. • Must have held position of lead engineer, team lead, project lead, or equivalent, successfully demonstrating leadership, teamwork, and mentoring skills. • Must possess excellent oral and written communication skills, interpersonal skills, and have the ability to understand and coordinate multiple issues associated with complex systems and processes. • Ability to generate high quality written technical reports and prepare and give high quality technical presentations to senior management, government and commercial customers. • Ability to maintain of high levels of customer interaction and team work with peers, and team building with subordinates. • Ability to work with limited supervision, lead the Section under minimal management review and supervision, and accurately perform tasks as assigned. • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to both technical and administrative problems. • Proficiency with Windows and MSOffice tools (e.g. MS Word, PowerPoint, Excel.) Desired Skills: • Strong knowledge of systems engineering project life cycle including milestones and deliverables associated with the milestones. • Strong technical knowledge of spacecraft systems with emphasis on S&MA related disciplines in the identification and resolution of issues/concerns relating to hardware, software, and mission operations. • Knowledge of DOD and energy sector and ability to apply human spacecraft S&MA principles and analysis techniques/tools to appropriate elements within these new business areas • Knowledge of S&MA requirements and methodologies. This position requires successful completion of a government background check before commencement of employment.
