ITT, Space Systems Division in Clifton, NJ is seeking a Senior Buyer for the development of solicitations for quotation, supplier evaluation and selection, placement of purchase orders for high reliability, complex, space qualified, electronic and electro-mechanical parts and components and for overseeing the conduct of supplier relations resulting in the achievement of applicable department, division and corporate objectives. The Senior Buyer will be responsible for all aspects of electronic and electro-mechanical parts and components from receipt of requisitions, quotation process, best value supplier selection, placement of the orders and all follow up required to ensure quality and on time deliveries. The Senior Buyer will be part of all bid and proposal activity involving the pricing and scheduling of preliminary Bills of Material (BOMs), which will include the segregation of recurring, non recurring and lot related charges. In this role you will be responsible to comply with all government regulations and business goals related to the utilization of small, small disadvantaged, women owned, veteran owned, etc. business types. The Senior Buyer effectively manages issue resolution associated with planning and procurement activities in compliance with ITT Space Systems internal controls, purchasing policies and procedures and quality standards. The Senior Buyer obtains requisitioned materials, equipment, supplies and services at the best price to support company requirements. Responsibilities include obtaining quotations from approved suppliers and interviews suppliers to determine the best quality, price and delivery consistent with company requirements. Additional Responsibilities include:oWhere no supplier base exists, engages in sourcing suppliers, which typically involves surveying product literature, supplier and distributor information financial analysis and cost comparisons.oResearches and resolves Accounts Payable, delivery, receiving, engineering and material planning problems.oReviews proposals, and selects and recommend suppliers. Negotiates prices and terms and conditions of purchase contracts that involve materials or services that may be characterized as complex or to military space or customer standards.oFollows up on orders placed and verifies delivery. Maintains all necessary purchasing records, such as buy cards, purchase orders and logs for requisitions, purchase orders and cost savings.oAnalyzes buying trends, forecasts buying requirements, and issues periodic reports on lead times, change orders and purchase price variances.oMaintains professional competence by attending purchasing seminars and associated meetings.oFacilitates the Operational Management System (OMS) database support system, and administers E-Buy It actions. oUtilizes Value Based Six Sigma improvement tools to impact processes in purchasing.oReviews procurements for accuracy and completeness as appropriate and performs cost/price analysis accordingly.oAssures proper documentation has been accomplished and recorded. Reviews incoming purchasing requirements to ensure completeness, proper signature authority and sufficient supporting documentation, transfers requirements to appropriate purchasing location.oAssists in performing audits of all ITT Space Systems purchasing locations ensuring compliance with applicable regulations, policies and procedures.oAssists the MIS Department in the development of computer products to improve the quality and usefulness with respect to Procurement Department needs. oPerforms other duties as required.oWorks with Design and Manufacturing to coordinate all activities associated with the planning and procurement of a variety of assigned items within a broad category of electronic and electro-mechanical parts, products and/or materials and services for a variety of space borne government projects.Generates requests for Quotations and Purchase Orders.oEnsures most favorable value for purchases while obtaining the quality, quantity, delivery, and specifications required.oDevelops and executes commodity and sourcing strategies, selects suppliers, negotiates terms, ensures continuity of supply and solves business problems.oAudit Packages, Solving Invoice problems.Competencies Needed: o Experience in dealing with suppliers from a technical and business baseo Hands-on experience placing requests for quotations and purchase orders to meet program needs and ensure supplier commitmentso Ability to monitor the performance of suppliers and ensure quality, price and delivery goals are meto Ability to ensure that agreed-to commodity strategies are executed by the buying termso Ability to coordinate activity between Engineering, Product Control, Supplier, and Purchasingo Ability to understand the flow of material from supplier to cliento Ability to understand planning and systems supporting the job, such as Receiving, Inspection and Transportationo Good judgment, decisiveness and planning skillso Excellent problem resolution skillso Excellent verbal and written communication skillso Ability to be proactive in rush situations and take ownership to reconcile goal conflict between Purchasing and Line(s) of Businesso Ability to handle changing priorities and multiple tasks in a fast-pace environmento Ability to understand and utilize computer related systems (Planning, Purchasing and Receiving) and procedures with the Division, as well as related organizationso Operations Management Systems (OMS) or experience w/ Other MRP systemso Thorough understanding of the Federal Acquisition Regulations (FAR) and Uniform Commercial Code (UCC)o Previous Government Procurement and Planning experience for High Reliability Space Products o Familiarity with Sarbanes-Oxley compliance o Familiarity with ITAR (International Traffic in Arms Regulations) o Excellent PC Skills ' MS Word, Excel, Power Point, Project and MS Outlook ExperienceExpected Value Based Leadership Competencies:o Create the Future: Prepare the organization for the future by maintaining a strategic perspective. The Senior Buyer is challenged to meet quality, price, and schedule and inventory goals in a fluctuating environment and is responsible to maintain records of and quantify cost savings and avoidance initiatives.Contact Responsibility Works closely with Design Engineers, purchasing staff, Sub-Contract staff, Specialized Engineers and suppliers. Security Clearance:This position may require the passing of both a background investigation and polygraph to achieve a variety of compartmented national security clearances. The individual holding this position must be a U. S. Citizen. Education: Bachelor's Degree in Supply Chain, Business or related field with technical background and a certification by the National Association of Purchasing Managers (NAPM) or Certified Purchase Manager (C.P.M.) is desired. Experience: Should have eight + years experience related to domestic and international purchasing and subcontracts. Requires a thorough working knowledge of the FAR and DEARS, Military Standards for Space Qualified material control and manufacturing, must be able to interpret engineering drawings, basic software worksheet techniques, good communications and writing skills.
