Senior Information Operations (IO) Test and Evaluation (T&E) Engineer

Work independently to develop operational IO test methodologies, scenarios,  and data collection plans to ensure test adequacy.  Develops test plans and objectives, to include: review and analysis of requirements documents and client inputs, adherence to Service and Department of Defense policies and statutes concerning Test and Evaluation, development of Critical Operational Issues, development of analytical products, and identification of logistic and material requirements for test execution.  Work closely with clients primarily in Norfolk, Virginia and along the East Coast serving as the primary liaison for your Ball co-workers in Albuquerque, NM. Prepare Quick Look and Final Reports and presents the results to senior decision makers at the Flag Officer and SES level.  Act as a subject matter expert in the field of Information Operations. Potentially assist with the planning and execution of IO and non-IO T&E events based in Albuquerque, NM.  Potential for world-wide travel.What You'll Need    BS in Computer Science, Electrical Engineering or a related technical field is strongly preferred.  Master's Degree is preferred.  Technical training and certifications such as a Certified Information Systems Security Professional (CISSP) a plus.  8 or more years of progressively responsible experience within the T&E community preferably related to the test and evaluation of C4ISR and Information Operations technologies, systems and programs.  Recent operational experience within a Joint or Service IO Planning environment highly desirable. Familiar with National, DoD, and Service doctrine, publications, directives, policies and guidance that pertain to information operations, computer network operations, and information assurance.  Working knowledge of DoD and Service T&E regulations and directives. Excellent written and verbal communications skills. Experience working in highly classified and sensitive environments. Master's Degree desired. In addition to the typical educational and experience requirements, a demonstrated capability to adequately perform the essential functions and responsibilities of the position and exhibit the skills and competencies of the grade level should be considered.  Each higher level degree, i.e. Ph.D. may substitute for two years of experience.Related experience may be considered in lieu of education.
