Senior Program Manager- Relocation Assistance is Provided
CEi seeks a Senior Program Manager for its Roseville, CA office.The Program Manager II is a senior level position and leads programs of major significance through coordinated efforts with the customer community (program management, contracts, logistics and operational personnel) and internal organizations (including engineering, manufacturing, contracts, and proposals) to ensure successful execution and growth of assigned programs or business segment.As program manager, you will be responsible for the cost, schedule, and performance of your assigned program(s), as well as directing all related program team member activities. As the primary customer interface, you will manage the customer perception and communication, as well as lead contract negotiation efforts. You will work closely with Business Development to identify opportunities for business growth, and support efforts to obtain it.To be successful, you must have a proven record of program management, and be capable of developing integrated program plans and master schedules, including critical path analysis, development of work breakdown structures, budget preparation and program cost analysis (earned value management techniques preferred). Strong, effective communication skills, oral and written, are a must. Your program experience should be Department of Defense related. A Bachelor's degree in Engineering or Business is required, with a minimum of 7 years experience. A Master’s degree in Business Administration or Engineering Management is highly desired. Leadership experience in the aerospace industry and the ability to travel to various locations are desired. Must be able to obtain a Secret Security Clearance. Primary Duties 1. Knowledge of the market place and customer needs, objectives and expectations.2. Ability to provide effective direction, leadership and team building.3. Demonstrated abilities to plan, prioritize and delegate work assignments.4. Skills and abilities to provide technical and administrative guidance for activities in defined scope of responsibilities.5. Interpersonal skills to communicate effectively with all levels of management and individual contributors.6. Ability to communicate effectively, both verbally and in writing.7. Presentation skills appropriate for management level.8. Creates program plans.9. Establishes costs and schedules for the program.10. Breaks work down into manageable tasks required to meet the objectives of the program and customer, which includes the assigning and/or directing the work of others.11. Establishes the earned value baseline.12. Establishes and monitors program metrics.13. Monitors program performance, formulates and takes corrective actions to mitigate deviations to the program plans and alert management of potential problems when necessary.14. Ensures satisfaction of all contractual and Statement Of Work (SOW) requirements.15. Establishes a risk management program, and ensures all risks are mitigated.16. Reports program status and performance, as required by contract or management.17. Interfaces with the customer and other company personnel on technical, production, and procurement issues.18. Coordinates with multiple major contractors and/or Government user.19. Supports subcontractor development efforts, including delivery management.20. Works within the company to ensure program quality assurance performance.21. Manages the integration and testing of hardware and software.22. Works with other internal programs and program managers to help develop a mutual resource allocation plan.23. Work with contracts personnel on identifying out of scope activities.24. Coordinate the cost estimates (labor & material) associated with out of scope activities or future work.25. Oversee the receipt, assembly, test, and quality of deliverable hardware to customers.26. Keep customers informed of program schedules and status.27. Will compile, store, and retrieve production data, using computer.28. May have supervisory responsibility for support staff as assigned.Typical Qualifications1. Bachelor’s degree in Engineering or Business and 10 years directly related experience in an appropriate discipline/science or equivalent combination of education and experience.2. Demonstrated leadership in a complex development environment.3. Familiarity with contract provisions applicable to contracts and subcontracts.4. Demonstrated passion for customer satisfaction.5. Demonstrated ability to influence cross-functionally to meet program requirements.6. Demonstrated strong communication skills.7. Strong working knowledge of business financial systems / processes.8. Leadership experience in the aerospace industry.Preferred:1. Earned Value Management (EVM) experience2. Masters degree in Business or Engineering Management3. Knowledge of the market place and customer needs, objectives, and expectations.4. Extensive knowledge of CEi product lines, policies, and procedures.5. May be required to meet eligibility requirements for access to classified information.13. Hands-on skills in the areas of desktop computer applications (MSOffice), proposal development, and the opportunity management process.14. Ability to work well in a team, and to shine as an individual.15.
