Sr. Information Assurance Specialist
LOCATION: WASHINGTON, DC 20001 Program Description: Raytheon is providing all activities necessary to assist the National Nuclear Security Administration’s (NNSA) Office of the Chief Information Office (OCIO) to plan, build, and operate their information technology resources. Raytheon is responsible for program management, as well as all aspects of the IT Life Cycle, supporting the NNSA OCIO and NNSA Cyber Security Program Manager. Specific work focuses on IT Strategy and Planning, Enterprise Architecture, Security Architecture, Business Case Development and Analysis, System Engineering, Design and Development, Deployment, and steady-state Operations. Raytheon is providing high-level strategic and tactical planning to the NNSA CIO’s office, including the preparation of budget and CPIC documents, OMB 300’s, and enterprise architecture development. Job Description: Responsibilities include preparation of cyber security policies; writing / reviewing / editing of policies and related security documents; preparation of security targets; providing highly specialized technical interface with operational units; facilitating the process whereby security documents are prepared, reviewed, concurred, and signed; assisting with cyber security surge requirements to support the enterprise as needed. Successful Candidates will have extensive cyber security knowledge, background and expertise, including development of security architecture. Must have excellent communication skills both oral and written. Knowledge of the Certification and Accreditation process is critical. Successful candidates must be clearable to the level of "Q" or "Top Secret." Individual will support the cyber program activities, in direct support of the Associate and Deputy Associate CIO for cyber security. Activities will include: - Review, revise, and complete all key program documentation to address all known and newly discovered gaps and to address all related Federal regulations and legislations and Departmental requirements - Conceive, develop, and draft security policy to address current program gap areas (based on ISO 17799) to strengthen the security posture of the agency and based on NIST; the Department’s requirements and industry best practices - Review and comment on upcoming policies, guides, and manuals and advise as to programmatic impacts Required Skills: BS Computer Science, Information Systems; or related; or possess equivalent experience in lieu of degree. Seeking an individual with a minimum of eight years of experience working with information management to include information assurance, cyber security, network security, security policy and implementation. Successful candidate will be cyber security subject matter expert (SME) who will support Federal government CIO's office. Past experience with cyber security policies at any Federal Department is highly desirable; Dept of Energy or Dept of Defense cyber security background optional. Work location is Washington, DC; with the ability to participate in regular travel to CONUS field sites comprising 20%. Successful candidates must be clearable to the level of "Q’ or "top Secret. Qualified applicants may be subject to a background investigation and must meet minimum qualifications for classified information. U.S. Citizenship is required. Desired Skills: Multiple years of network engineering or network administration, including cyber security hands-on experience with various tools and techniques. Working knowledge and past experience with network security is highly desirable. Past experience with development and implementation of security policies highly desirable. CISSP; security policy frameworks such as ISO 17799; classified systems requirements; knowledge of risk assessment, current and emerging threats.
