Title: Sr PROJECT MANAGEMENT SPECIALIST – Foreign Military Sales (FMS)

 

Security Clearance/Level Required:
Current Secret clearance mandatory; Top Secret eligibility desirable.

Primary Function(s):

Performs program management support tasks for the International and Foreign Military Sales Division (FMS) within the Electronic Systems Center.  Assists in the management and oversight of Air Sovereignty Operations Centers (ASOC) to provide air sovereignty and surveillance systems for several Eastern European countries under several FMS cases. 

 

Responsbilities:
...Performs hands-on execution of FMS Projects to make measurable progress toward achieving program goals. 

...Manages FMS programs/cases that involve ASOC.  

…System requirements analysis; program planning.

…Financial budgeting and management; acquisition planning; contract development, technical review, source selection and negotiation; project oversight; risk assessment and management; logistics and sustainment planning, coordination and execution; and timely coordination with numerous U.S. Government and foreign governmental agencies. 

…Processes and evaluates FMS Letters of Request (LOR)

…Supports pre-LOR planning and site-survey activities with potential FMS countries.

…Coordinates with and briefs military liaison officers, and supports Foreign Disclosure procedures. 

 

Relevant Experience:

…Ten year experience with a minimum of eight years experience on DoD or Air Force international or Foreign Military Sales (FMS) acquisition programs.

…Demonstrated ability to provide guidance and direction, to identify key objectives and priorities, to define scope, plan of action, resources, and capability to achieve mission requirements.

…Must have strong analytical and communication skills, a positive attitude, ability to work well with others and flexibility to changing workloads. 

…Possess ability to work independently with minimal supervision.

…Working knowledge of Microsoft Office (to include Microsoft Project).

…Project Management Professional (PMP) Certification desired.

 

Qualifications:

…Bachelors degree or equivalent experience or training, Masters desired

Location: Hanscom AFB, Bedford MA 01731
Travel: Frequent CONUS and OCONUS travel may be required.
