Sr Principal Systems Engineer (Portfolio Management Specialist)
Position is located in Chantilly, VA OVERVIEW: The Intelligence Community Technology Management (ICTM) Senior Systems Engineer will work as part of the Portfolio Management team to quickly become a Portfolio Management (PfM) Specialist. The successful candidate must quickly develop a broad understanding of the programs and initiatives of ICTM and its leadership, and must be able to set priorities in work assignments. The successful candidate must project a professional demeanor, utilizing oral and written communication skills of the highest quality. Interpersonal skills are extremely important as this position requires working with a senior professional staff, high-level government leadership within the Office of the Director of National Intelligence (ODNI), and mid- to high-level government leadership within the Intelligence Community (IC) agencies. The successful candidate must be self-motivated, flexible, and willing to take the initiative on tasks supporting the ICTM leadership. RESPONSIBILITIES: The primary responsibilities for the Senior Principal Systems Engineer (Portfolio Management Specialist) include: - Work with the existing PfM team to support on-going processes and activities - Support the development and oversight of IC-wide information technology (IT) portfolio management policies - Analyze and assess IT projects in terms of capabilities that they provide to the IC and to individual agencies - Analyze IT projects throughout the IC to identify gaps and areas of overlapping capabilities, and make investment recommendations ICTM leadership - Support the assessment of the maturity of IC agencies’ portfolio management processes - Provide general ICTM support to include (applies to all members of ICTM): - Prepare executive-level reports, as necessary - Record actions and minutes of meetings, as required - Track the implementation of recommendations, as required - Distribute decisions, minutes, and other material to interested parties, as required - Support current ICTM processes and activities - Serve as an ODNI CIO representative at IC-wide meetings, as necessary - Coordinate activities with other ODNI CIO components/teams, as necessary - Brief senior leadership, as required - Report on status and completion of assigned actions - Perform other related duties as assigned Basic Qualifications - Required Experience, Skills: - BA/BS degree in Telecommunications, Information Technology, Systems Engineering, Business Administration or a related field, or equivalent work experience, plus 10 or more years of applicable work experience. - Minimum 6 years experience with portfolio management used in government and/or commercial settings - Minimum 6 years experience in risk management, trade-off analysis, and/or gap analysis - Minimum of 10 work experience as technical contributor within the Intelligence Community - Ability to occasionally travel locally (within the Washington DC Metropolitan area) using Personal vehicle. Travel will be reimbursed at the local mileage rate. - Possess outstanding verbal and written communicative skills, including the ability to write at the executive level - US Citizenship - Must have a current and active Top Secret SCI security clearance with CI polygraph Desired Experience, Skills, Knowledge: - Master’s of Business Administration (MBA) or systems engineering - Understanding of portfolio management theory and processes and its implementation - Understanding of Earned Value Management (EVM) - Knowledge of General Accountability Office (GAO) developed Information Technology Investment Management (ITIM) maturity model - Ability to work comfortably in a multi-vendor, high-energy environment - Familiarity with Clinger-Cohen Act and Office of Management and Budget (OMB) circular A-130 - Prior process modeling experience - Knowledge of portfolio management tools Company & Benefit Information: Raytheon Company, with 2007 sales of $21.3 billion, is a technology leader specializing in defense, homeland security, and other government markets throughout the world.
