Sub Contracts Manager
Systems Division provides select Government, commercial, and international customers value-added, total worldwide systems solutions for their air and missile defense, air traffic control, communications, command and control, range, spacelift, surveillance, and force protection needs, as well as full logistics support services for facilities and equipment. FUNCTIONAL TITLE: Subcontracts Manager POSITION SUMMARY:Under the direction of the Deputy Director of Subcontracts, assists in ensuring Subcontracts compliance on corporate policies, legal issues, FAR guidelines, and customer support. Works on complex problems, exercising ethical judgment within broadly defined practices and policies. Participates in making and approving decisions related to Subcontracts management. In charge of subcontract and consultant section of Request for Proposal, subcontractor cost or price analysis, subcontractor negotiations, Subcontracts and Amendments. Administers in a paralegal manner on all interpretations of Subcontracts and Amendments, Teaming Agreements, Consultant Agreements and any other subcontract legal documents. Is the initial point of contact for all oral and written subcontractual communications, DCAA Subcontract Audits, Corporate Legal Department. Administers one or more major multimillion dollar subcontracts. Administers proposals and subcontracts with foreign government and Non-DoD customers.Responsible for protecting the legal and financial interest of the Corporation during all discussions and interaction with customers, clients, etc.MAJOR JOB ACTIVITIES: 1. Assists in establishing and maintaining subcontracts and procurement procedures and policies to ensure compliance with Government/customer contractual requirements.2. Manages/administers execution of Consultant Agreements, Nondisclosure Agreements, and Teaming Agreements3. Reviews and interprets subcontracts specifications, requirements and terms and conditions for incorporation into proposal submittal to customers.4. Support the issuance of RFPs to prospective subcontractors and vendors and provides expertise to service selection activities.5. Responsible for providing input to negotiation and execution of teaming agreements with potential subcontractors.6. Monitors subcontracts performance to ensure that all contract terms and conditions are met. Assists in managing the Subcontractor Past Performance Evaluation Report System.7. Assists Program Managers in the business management of subcontracts, may be key participant in leading the development of subcontract proposals in support of ITT?s business capture department.8. Provides pre and post award administration of a variety of contracts including CPAF, FP, FPAF, T&M, etc.9. Assists in directing coordination with other departments on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests. 10. Assists in ensuring that subcontract proposal plans and approaches of the Administrative and Cost Volume of a proposal meet the sub-contractual requirements of the RFP, Federal Acquisition Regulations and Cost Accounting Standards.11. Develops cost or price analysis, subcontracting plan, as necessary, for inclusion in proposals.12. Leads negotiations with subcontractors; documents reviews of subcontracts; makes recommendations to management to execute subcontract documents; obtains necessary consent and subsequently issues subcontract.13. Establishes subcontractor budgets, authorizes funding, reviews and approves invoices for payment, reports subcontract status to Project Manager.14. Initiates Subcontract close-outs.15. Assist in communicating Subcontracting policies/standards to Subcontract Administrators operating/performing administration on projects/programs in Systems Division.Experience with:1. Vast experience working a wide variety of contracts and subcontracts with a strong background in Subcontract administration and management2. Thorough hands-on knowledge of FAR regulations, CICA, TINA, and various types of contracts including CPAF, CPFF, T&M, and FP3. Ability to communicate effectively with proposal and internal/external personnel at all levels of the organization to include subcontractors, staff, and customers. 4. Proven ability to apply problem-solving skills working in a fast paced environment and handling multiple activities. Experience working in a changing environment5. Understanding of proposal management functions to include proposal preparation, evaluation notices, price revisions, etc.6. Ability to provide guidance on terms and conditions and subcontract management execution to subordinates.7. Strong knowledge of government small business guidance as it relates to subcontractor selection, and small business plan preparation8. Ability to work with other departments including Pricing, Contracts, Legal, and Business Development.MATERIAL & EQUIPMENT DIRECTLY USED:Personal computer, printer, microfiche, ten-key calculator, FAX machine, copy machine and other general office equipment.WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:Works in a general office environment. Eyestrain and repetitive motion involved during peak periods of data entry. Some travel involved to project locations. MINIMUM QUALIFICATIONS:Education: Bachelor's Degree in Business or Finance, Master's Degree desired and at least eight to ten years specialized experience relating to subcontracting, purchasing and/or pricing and accounting. Experience: Must have a thorough working knowledge of the Federal Acquisition Regulations (FAR), DoD FAR Supplement, and other departmental supplements as applicable (i.e., DOT, DOE etc.), contract law, of the accounting system, Purchasing Policies and Procedures, basic software worksheet technologies, and the ability to meet with and work with senior management personnel.Preferred: CPCM or CACM; NCMA membership; Acquisition Professional Development (Government) Level II or III certification.SECURITY CLEARANCE: Secret RESPOND HERE!
