Subcontracts Cost Analyst
Provide the analytical and technical evaluation of complex US Government, commercial, and foreign subcontract proposals and terminations in accordance with FAR/DAR regulations, CAS, and Public Law requirements. Perform analysis of FFP and various cost type proposals, including incentive fee, time and material, and award fee. Responsible for the fact-finding, audit, and coordination of critical technical and financial data exchange from vendors, inter-organization, and/or inter- groups. Incorporate price/cost analysis techniques, cost realism analysis, in addition responsible for the analysis and negotiations of subcontract terminations. Provide training in price/cost, subcontract audit, and price analysis models/techniques. Provide price/cost expertise to front-end of the business proposal activities. Serve on procurement teams to plan, coordinate, evaluate and execute price/cost and subcontract audit requirements. Provide price/cost and negotiation strategy support, lead negotiations as required providing leadership to integrated/cross functional product teams. Basic Qualifications & Education: • Minimum of a Bachelor's degree • Minimum of 6 years of related work experience • Ability to apply various price/cost analysis models and lead fact-finding activities at supplier’s facilities. • Knowledge of Government Regulations, Cost Accounting Standards, and the Truth In Negotiations Act requirements. • Ability to apply various price analysis techniques and projection methods. • Negotiation experience in developing win/win strategies. • Ability to audit indirect rates and accounting practices for accuracy in proposals and accounting system adequacy. • Ability to evaluate cost data related to manufacturing and engineering processes and to recommend negotiation strategies. • Ability to lead and perform fact-finding processes to evaluate analyze all elements of Government and Commercial costs in a proposal. • Ability to travel as needed for the position including flying, renting, and driving a vehicle. • Proficient in Microsoft Excel, Word and PowerPoint.
