Supply Chain Program Manager III
Job Description: Lead the supply chain function for the LSRS Program for the Intelligence Surveillance and Reconnaissance (ISRS) business area within the Space and Airborne Systems (SAS) division. This position will be located in Dallas, Texas. This position is a member of the RSS Material Program Management (MPM) leadership team and will provide SCM expertise and direction to MPM’s, Subcontract Managers, Buyers, Production Control Planners, Government Property, and Logistics personnel. This individual will understand the group’s SCM needs, goals, and requirements and translate them into strategic and tactical plans that support successful SCM and Program execution. There is particular emphasis in this business area on pursuit and proposal activities as well as execution with major subcontractor teammates in a "Prime" role so understanding the Teaming Agreement Process, Bill of Material (BOM) development, Estimating, Supplier Request for Proposal (RFP) process, Proposal Writing, and Program Start-up Phases are key to success. This position will facilitate the estimating, identification, and deployment of all required SCM resources, processes, and tools as necessary to the Program Office while ensuring alignment with the SAS business plans and goals. Responsible for creating, approving, and maintaining the Material Program Plan within the LSRS program by engaging SCM and IPT resources, processes, and tools. Effectively lead and manage the Program MPM’s within the ATFLIR Production Team ensuring deployment of SCM Best Practices, consistency of SCM practices, and to the extent possible Program Best Practices (EVMS, EAC, etc). Responsible for the overall management of the material strategies and plans, including SCM inputs to Gate Reviews, Sales & Operations Reviews, Customer Request for Proposal (RFP), EVMS/EAC Reviews, and supplier risk management / mitigation plans. Engage with Procurement to ensure successful supplier performance through timely management of key metrics. This position will engage in all supplier related issues with the Major Subcontract and Procurement organizations until issues are resolved. Actively participate in the LSRS strategy, operations, and business development planning/pursuits and program reviews as required. Basic Qualifications & Education: - Minimum of a Bachelor’s degree - Minimum 10 years of experience in Subcontracts or Program Management or contracts with heavy Supply Chain content - Experience managing DoD programs and/or commercial sub-contracts - Experience managing using Earned Value Management (EVMS) with suppliers - Experience executing a development program - Demonstrated management skills and a process focus required in a group with emerging product definition - Ability to work well with Engineering and Quality in particular to develop sound technical data packages for proposal development leading to execution - Ability to multi-task - Critical thinking skills - Ability to obtain Top Secret Clearance Desired Skills: - Experience with Cost Price Analysis - Program Management experience - Cost Account Manager experience - EVMS experience - Complex subcontract management experience that includes aircraft modification or integration and certification - Raytheon Six Sigma Specialist.
