Responsible for the management and execution of the test life cycle for assigned projects within the Air Force Satellite Control Network (AFSCN).
Directs & Performs component, subsystem, and system level integration and testing related to the development and sustainment of the AFSCN under the Satellite Control Network Contract (SCNC).
Overall responsibility for the project's design, development, and execution of the formal test process.
Responsible for the quality of all test products and cost/schedule Earned Value Management System (EVMS)
Duties:Provides technical and management direction of test staff, test activities & related deliverables for the assigned project. Leads the development of Test Plans identifying the scope of testing; test participants, test equipment, security concerns, safety concerns, and AFSCN assets required. Leads the execution of a broad range of test engineering assignments involving verification of equipment design requirements and system operational capabilities, validation of circuit interfaces, and signal flows. May conduct investigations and test of considerable complexity, with test results leading to recommendations for potential technical modifications to software applications; system design or re-engineering and analysis of system for possible improvements. Supports fiscal, contract, and resource management planning activities as required by the Systems Engineering Division or Program Management Office. Develops test procedures to include requirements to be verified traceable to individual test cases, performance parameters to be measured, expected/actual results, pass/fail criteria and step-by-step operations required to sell-off allocated requirements and meet overall test objectives. Software scripting experience or equivalent (Perl, TAO, Korn, TCL, TCSH) Conducts Integrated Test Team meetings and generates agendas and meeting minutes. Author system test reports, plans, procedures, and other documentation including coordinates with government members for pre-test approval. Performs & ensures real-time evaluation with testers/QA and reviews to ensure data is correct. Reports and tracks anomalies and discrepancies encountered during testing. Applies system and architecture design engineering methods to direct system trouble shooting and fault isolation of test failures. Conducts post-test data collection and coordinates data analysis of test results for quick look reports. Generates test report(s) for Government review and approval. Reviews all engineering development and sustainment actions to be performed by SCNC personnel to determine if testing/regression testing is required; the type of testing to be performed, and the pass/fail criteria required for each test. Must demonstrate strong oral and written communication skills including the ability to brief management and customers on technical issues. Reviews vendor's or subcontractor's design and test documentation and witnesses testing for requirement verification Familiar with Air Force test philosophy and policy to include AFI 99-103.
Basic Qualifications:
BS degree in engineering or applied science with at least 8 years of related experience. In lieu of formal education, 16 years of directly related work experience
Additional Qualifications:Familiar with ISO 9000 and CMMI Advanced experience in system engineering and test engineering in antenna RF Willingness to travel 30% of the year required to support on-site testing activities. Proficient experience with Microsoft Office products: Word, Excel, Power Point & Outlook as well as the Rational tool set Familiar with Windows and Unix operating systems Possess DOD secret clearance or the ability to obtain required clearance
