General Description
The Telecom Systems Manager is responsible for management of the following operations and maintenance functions: Video Teleconference systems, military and commercial SATCOM terminals, voice, data and timing systems, radio communications systems, navigational aids, inside and outside plant systems, and telephone switches. The Telecom Systems Manager is also responsible for Long-haul circuit and bandwidth management, frequency control and management, television signal reception and broadcasting, maintaining a COMSEC account, including COMSEC O&M and COMSEC courier functions, operation of defense messaging systems, and telephone operations and billing systems. The Telecom Systems Manager works in cooperation with their government counterparts for the planning, acquisition, implementation and management of communications upgrades to meet mission requirements, program out-year funding for upgrades and program replacement of assigned systems. This person develops and implements annual budgets to meet contractual requirements, support planned studies, implement engineering change proposals, provide configuration management, and supervise cost and schedule elements of planned communications projects.
Specific Description
This person manages a multi-disciplined workforce to meet contract requirements. They maintain a qualified staff at required levels by developing job descriptions, initiating job requisitions, interviewing and hiring communications employees. The Telecom Systems Manager supports project wide initiatives such as Six-Sigma associated with communications processes. This person develops and promotes a safe and ethical working environment within the telecom systems organization and sets an example for all corporate elements. This person reviews and validates communications requirements through the Universal Documentation System (UDS) process and recommends solutions for operational programs and proposed initiatives. The Telecom Systems Manager initiates and maintains processes to ensure configuration control, operations, modifications and maintenance of assigned systems. This person reviews and approves purchase requisitions for equipment, parts and services, and ensures personnel assigned to the communications department are appropriately trained and certified in accordance with program requirements and provisions of the contract’s PWS.
Desired Skills and Knowledge/Experience
Experience with:
· Government communications IAW DISA circulars.
· Request, and implementation processes in support of long-haul circuit provisioning. Central office administration procedures and telephone switch operations to include DSN.
· Outside and inside plant procedures and compliance with DISA and I3A standards.
Knowledge of :
· Telecommunications technologies including, but not limited to circuit switching, packet switching, SONET, radio, SatCOM,
· IEEE standards for interface and data standards.
· Telecom Systems planning and programming.
· FCC frequency management standards and requirements.
· Understanding of EVM, Earned Value Management, procedures and principles.
· Understanding of the NISPOM and NSA 90-1 procedures in reference to control and administration of COMSEC systems.
· Government funding and procurement cycles.
General Skills and Knowledge Requirements
The Telecom Systems Manager must have the ability to effectively use Word, Excel and PowerPoint in the performance of the above described duties. This person must also have good written and oral communication skills.
