Test Control System Project Engineer 4 Position Description Position is on the GMD program in Huntsville, AL and supports the Test Control System (TCS) group as a Project Engineer. The candidate will report to the TCS Manager. Candidate must possess knowledge of project management concepts, tools and best practices and be able to generate and maintain complex Excel spreadsheets. Candidate will be expected to develop project plans and deliverables, as well as developing/maintaining metrics for the group. Candidate will also be expected to create Basis of Estimates (BOE's ) in response to proposal requirements, Rough Order of Magnitude (ROM's), etc. Candidate will also be expected to track and status Change Requests, Disposltion Request (CR/DR's), Non Conformance Reports (NCR's), and Test Incidents Reports (TIR's) pertaining to TCS. Candidate should be able to cope with aggressive deadlines, and constantly changing requirements. Candidate will be expected to develop and maintain daily/weekly status charts, presentations, and other Program deliverables. Works under minimal direction. Proactively determines project or assignment requirements by breaking them down into tasks and identifying types of equipment, materials, and people needed. Is an expert at taking advantage of available resources (individuals, processes, departments, and tools) to complete work efficiently; coordinates with internal and external partners. Uses time effectively and prevents irrelevant issues or distractions from interfering with work completion. [ + ] Project Management Extensive experience in creating comprehensive multi-tiered project schedules for significant Business Unit projects; identifies time frames for key project milestones and ensure alignment of sub tier activities for overall project visibility, tracking and completion. Directs and manages very complex project schedules requiring interfacing with multi regional or international activities. Independently identifies project resource requirements, integrate and direct multi project elements into a single collective overall project plan. Collaborates with others on the most complex projects assigned. Ability to direct, delegate and ensure performance of assigned responsibilities and tasks as a project team leader in support of the overall large scale and complex projects. Identifies and resolves any issues and provide solutions and or recommendations to ensure the successful completion of the project. Technical [ + ] Engineering Processes Extensive and specialized knowledge of responsibilities and tasks performed by various Engineering departments/disciplines (e.g., design, test, software, technology, avionics). Extensive and specialized knowledge of the interaction between departments/ disciplines and how their products/processes affect one another and impact non-engineering processes (e.g., Operations, Logistics, Business). [ + ] Engr Knowledge & Comprehension Extensive knowledge of various engineering disciplines such as electrical, mechanical, and systems. The ability to communicate with technical personnel from multiple skill areas and functions to evaluate technical information and issues impacting design, production, and support of products, services, or other deliverables. [ + ] Proj Management Theory/Concept Extensive and specialized knowledge of Project Management theory, concepts and principles (e.g. theory of constraints, critical path methodology, project risk management, triple constraints, project scope management, project management lifecycle etc.) contained in the Project Management Body of Knowledge (PMBOK[R] Guide). [ + ] Project Leadership Extensive and specialized ability to direct, delegate, and ensure performance of assigned responsibilities and tasks as a project team leader in support of the overall large scale and complex projects. Extensive and specialized ability to identify and resolve project related issues and provide solutions and/or recommendations to ensure the successful completion of the project. Education and/or Experience Bachelor, Master or Doctorate of Science degree from an accredited course of study in engineering, computer science, mathematics, physics or chemistry and typically 9 to 13 years experience in an engineering classification or either a Master's degree with 7 to 11 years experience or a PhD degree with 4 to 8 years experience in an engineering classification. ABET is the preferred, although not required, accreditation standard. Other Job related information The applicant shall possess detailed knowledge of Excel, Microsoft Project, Power Point, and other office tools. Familiarity with Change Processing & Estimating System (CPES), Test Evaluation Management Database (TEMDB), Ground Based Midcourse Guidance Non Conformance Tracking system (GNTS), as well as other Boeing tracking databases is preferred. *** Please note that depending on the specific position, you may be required to pass additional medical tests, credit checks, and/or other requirements.
