Test & Evaluation Engineer 6 Position Description Engineering member of the Ground Based Mid-course Defense (GMD) Program Interceptor Design, Integration & Test des Chief Engineer Group. Develops new test and assembly principles, processes, procedures, methods, or concepts. Participates in resolving complex problems that require a high level of ingenuity and innovation. Investigates and pursues courses of action necessary to obtain desired results. Verifies accuracy of results through consultation with other authorities in the field and by formal review. Prepares plans for and oversees development of processes, procedures, methods, and tools. Translates contract requirements into work requirements, processes, procedures, and tasks. Resolves or oversees resolution of programmatic problems. Resolves technical problems that would critically affect performance, cost, or schedule. Manages research and development resources to meet contractual and internal requirements. Reviews work in progress to ensure that specifications, design, criteria, and performance schedules are maintained. Organizes technical aspects of proposal development from bid decision to submittal of proposal to customer. Provides functional and technical guidance to all aspects of engineering project management. Acts as project leader in specialized instances. Must be able to work in a multi-discipline team environment. Position supports engineering test functions across multiple sites to include Huntsville, Alabama, Vandenberg, California and Fort Greeley, Alaska. Extended travel to the various sites may be required to support interceptor integration, emplacement and launch activities. Individual needs to be able to support first or second shift operations as program requirements dictate. Experience in missile ground, flight test or launch site operations is highly desirable. Program/project management experience in launch site operations and integration is highly desirable. Required experience includes the technical background and ability to understand and resolve technical issues associated with missile or range systems. Experience with the technical integration of payloads to a booster vehicle is a plus. An understanding of the support functions, (i.e. Configuration Management, Quality Assurance, scheduling, requirements development and tracking). The ability to effectively communicate, both written and verbally is required. Knowledge of flight, ground and laboratory test requirements. Knowledge of engineering documents and test vehicles (e.g., aircraft, rocket, satellite); including system operation (e.g., flight controls, avionics, and hydraulics/pneumatics). The ability to attend to and verify the accuracy and completeness of detailed information. This also includes the ability to identify missing or inconsistent information or data. Listens effectively; demonstrates understanding; clarifies meaning for others; speaks with clarity and precision; able to communicate with a diverse audience; writes clearly and concisely. Builds long-term relationships with internal and external customers by understanding their current and future needs; meeting commitments to customers on time and keeping them informed; seeks and uses customer feedback. [ + ] Test Hardware/Equip Design Highly advanced, expert knowledge of design of experimental models, mechanisms, prototypes, test rigs and fixtures, test equipment, and load measurement devices. Includes mechanical, hydraulic and pneumatics systems design. Knowledge of machine shop tools and processes. Ability to integrate wide range of test instrumentation (e.g. strain, pressure, and temperature). Utilizes analytical tools (e.g. classical stress analysis, finite element analysis, CAD based kinematics) to validate design and document in report format [ + ] Test Program Design Highly advanced, expert knowledge of test program design (e.g., design of experiments, test plan development, validation). [ + ] Veh Sys & Subcomponent Test Highly advanced, expert knowledge across a wide range of engineering disciplines (e.g. structural design, mechnical design, electrical design, aerodynamics, stress analysis, weight and balance preparation, durability, dynamics, fluid power systems, propulsion/fuel systems, acoustics, material properties, fracture mechanics, environmental conditioning, control theory, and test instrumentation). Highly advanced, expert knowledge of domestic and international regulations (e.g. FAA, DOD, and NASA regulations) on the certification of test articles/vehicles to assure compliance of design. Utilizes the above knowledge and Boeing/Industry standards to establish new design, set ups and execution methods of tests (e.g. structural, noise, mechanical, electrical, environmental, and materials on systems, vehicles and subcomponents). Education and/or Experience Typically 20 years' experience in an engineering classification or either a Master's degree with 18 years' experience or a PhD degree with a minimum of 15 years' experience in an engineering classification. Bachelor, Master or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry. ABET is the preferred, although not required, accreditation standard. Other Job related information Position requires US Citizenship.
