PRIMARY FUNCTION(S):

Provide web development, database architecture and system documentation support.. Develop and maintain ESC/PKE FinCon website for FFRDCs and A&AS, including RSO Heavy junction from AF Portal. Provide documentation and training to ESC Personnel on the use of the website/database and its capabilities. Consult on best ways to optimize business practices to maximize automation. Assist other ESC/PKE software developers with database architecture.

 

RESPONSIBILITIES:

General:Represents the organization as the prime technical contact on web-based systems to include the evaluation of existing web-base products Provide public, private (intranet/extranet) web infrastructure architecture design/enhancements, technology refresh, utilization management, dynamic web application development, static site development, design consultation, content management system support, initial site and application hosting, configuration and deployment of sites/applications, administration of staging area for official use only and/or public content sites and applications. Perform application services to include applications development, including requirements analysis, software design/customization, database design, data administration, software testing, documentation, training, configuration management and deployment support for hosted, sponsored or controlled applications. Provide software development, customization, integration and operational support for deployed software/applications and utilities. All actions and tasks performed must meet and be within all applicable Government instructions, regulations, guidance and policy.

SpecificDesigns, develops, troubleshoots, debugs, and implements software code (such as HTML,ASP, Java, JavaScript, SQL) for components of the website and database Assists with interface design/coding to legacy databases, and authoritative data sources Ensures the integrity and reliability of database and web pages

QUALIFICATIONS:

Desired Degree Requirements: BS preferably in Computer Science or engineering (or appropriate IT certification with appropriate level of equivalent experience in lieu of this requirement)

 

Experience: 5 years in relevant software development

Have demonstrated proficiency in the following:ASP/VBScript (Active Server Pages / Visual Basic Script)ASP.NET 2.0 including VB.NET and C#Knowledge of Microsoft .NET frameworkMS SQL (Structured Query Language)Database design, indexing, constraints, foreign keys and normalization.Use of triggers, including using triggers as many to many constraints.Use of Stored Procedures, including using Stored Procedures as permission gateways.HTML (HyperText Markup Language) and DHTML (Dynamic HTML)CSS (Cascading Style Sheets)JavaScriptHTML DOM (Document Object Model)C/C++Thorough understanding of using SSL Client Certificates for authentication.Knowledge of DoD PKI Program.Familiarity with DoD ECA and IECA certificates.Extensive experience with PKE (Public Key Enablement) of applications.Experience with AF Portal RSO program or other application authentication gateways (IBM WebSeal product line).Understanding of Microsoft networking and security contexts.General understanding of federal contracting.General understanding of federal accounting.Understanding of the security threats specific to web-based database interfaces, and how to defend against them:SQL injectionCross site scripting (XSS)Application of “least privilege” model

Desired DoDD 8570.1 classification: IAT level 1 (Preferred IAT 2 and/or IAM 1)
