GENERAL INFORMATION

The Water Quality, Surface Water Management Section of the Department of Environmental Quality (DEQ) is pleased to announce an immediate opening for a full-time Water Quality Permit Program Specialist position in Portland, Oregon.

 

As the Permit Program Specialist, you will have the opportunity to:Draft general permits related to Confined Animal Feeding Operations as well as industrial and mining activities. Work in partnership with staff from other state and federal agencies. Participate in public hearings and other public forums related to industrial water quality permitting. Research technical, policy, and legal issues related to general permits, evaluate options for addressing these issues, and make recommendations. Review federal regulations and guidance documents to determine applicability to Oregon industries and prepare guidance for implementing federal regulations and policies. Consult with engineers and scientists on procedures for adequately treating and disposing of waste water. Prepare staff reports for the Environmental Quality Commission. Respond to information requests and inquiries from the media, the public, and the regulated community. Staff or participate in task forces and advisory committees.

TO QUALIFY

Your PD 100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:A Bachelor’s degree in Environmental or Natural Science;

ANDFour years experience in environmental science in a natural resource area. At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.

Note: An advanced degree in an environmental science may substitute for one year of the experience; however, there is no substitution for the one year of specialized experience.

 

WORKING CONDITIONS

As the Permit Program Specialist, you will have the opportunity to travel throughout the state to industrial sites, regional offices, and meetings.  Some meetings take place in the evening.  Periodically, you will also be asked to travel in-state and out-of-state in order to provide guidance, receive training, and to represent the department.

 

TEST QUESTIONS

In order to be considered, you must answer the following test question.  Please use a separate piece of paper, and limit your answer to no more than one (1) page.  Describe any work experience (paid or unpaid) and training you have that is related to the question.  Be sure that the jobs where you gained experience are listed in the Work History action of your PD100 application.  Your grade will be based upon your answer.  Please attach the answer sheet to your application, and be sure to include your name on each page. Your application will not be accepted if it is incomplete.Please describe your experience working with the Clean Water Act and regulations implementing the National Pollution Discharge Elimination System permits.  Please identify your experience evaluating data, evaluating treatment technologies or resolving challenging technical or policy issues.
