SCOPE OF WORK:

The City Urban Forester position is responsible for the planning and administration of an urban forestry program that encompasses all challenges associated with the development, management and monitoring for activities related to the conservation, preservation and proliferation of trees in the City of Midland. This position will provide technical support to planning, design, construction and maintenance staff of the Parks and Recreation Department, as well as interdepartmental support as necessary.

BUDGETARY RESPONSIBILITIES:

Assist the Assistant Manager of Parks with budget preparation for the urban forestry program.

ESSENTIAL JOB DUTIES:Serves as an expert for the city staff in the management of the urban forest infrastructure on city property. May serve as project manager for landscape related contracts.Develop and provide training programs to staff regarding Best Management Practices (BMP's) regarding proper tree care and maintenance programs.Provide training programs for personnel from outside departments that may have issues pertaining to proper maintenance to trees.Maintain knowledge of the newest standards for proper pruning standards, plantings and maintenance techniques, hazards identification and abatement, species identification and section, disease and pest management, and safety.Develop an on-going tree planting program based upon established growth development and replacement throughout the city properties.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

Ability to sit, stand and transport self from building to building. Ability to drive a vehicle to and from various worksites. Employee will work in seasonal temperatures bending, lifting and moving pieces of equipment to complete work. Employee may be exposed to potentially hazardous chemicals or fumes while maintaining the urban forest program.

Employee communicates with public, outside groups and organizations, other employees in the division and works with other departments on specific projects.

REQUIRED QUALIFICATIONS:

Knowledge, Abilities and Skills

Ability to read and understand work orders and equipment manuals. Skill in the operation of hand tools and equipment. Ability to develop and coordinate urban forestry program. Demonstrate proficiency in both oral and written communication. Operate computer using standard word processing, spreadsheets and database software. Organize facts and present them in a clearly written or graphic form. Interpret maps. Comprehend and interpret technical manuals and procedures. Interpret and develop ordinances and resolutions.

Minimum Education, Experience and Certification

Valid Texas Driver's License, CDL preferred. Bachelor's degree in horticulture, forestry, agronomy, agriculture, or a related field. Prefer minimum three years of professional forestry experience or an equivalent combination of experience, education that meet minimum requirement. Certified as an arborist by the International Society of Arboriculture within six months of employment.
