Development Manager

JOB PURPOSE

NATURE & SCOPE
The Development Manager reports to the Director of Development and is responsible for the management and cost effective development and construction of assigned development projects.
The jobholder is part of a team of in-house Development Co-ordinators/ Architects and interfaces with consultants, contractors and suppliers to ensure that the company obtains the best value for each investment within agreed budgets. The position involves interface with Senior Management via the Senior Development Manager in the decision making process of multiple projects. Tasks also include preparation of budgets, coordination and feasibility analyses.
The jobholder works within the Company policies, standard operating procedures and objectives as approved by Emaar Executive Management. Creative ability is a critical attribute to translate the vision and mission of Emaar into the vision and mission statements of assigned development projects.
Externally, the jobholder promotes and manages interfaces with professional developers, real estate agents, consultants and contractors within the context of Company policies, standard operating procedures and objectives as approved by Emaar Executive Management.

4. PRINCIPAL ACCOUNTABILITIES
4.1 Assist the Director of Development in managing development projects.
4.2 Review product line and develop products that would maximize revenue and credibility for the firm.
4.3 Assist in the preparation of project development briefs.
4.4 Assist in the preparation of Terms of Reference documents for appointment of Consultants.
4.5 Assist in the preparation of project development budgets for Director of Development approval.
4.6 Prepare Award of contract documentation.
4.9 Prepare Budget reconciliation documentation.
4.10 Shortlist Consultants prior to approval and issue of the design tender.
4.11 Liaise with Consultants to monitor the design development and ensure that the development brief is complied with the budgets are managed.
4.1 Liaise with EMRILL and ensure their requirements with respect to the management and maintenance of the finished project are incorporated.
4.14 Liaise with the Projects Department to ensure that the design development ties into ongoing project development.
4.15 Liaise with the Projects Department to ensure that construction works on site match marketing drawings and are within approved budgets.
4.16 Assist in managing documentation that is required prior to product sales launch.
4.17 Train sales staff on product prior to sales launch.
4.18 Review feedback from sales staff and ensure product improvement.
4.19 Review tender documents submitted by the consultant and ensure that the drawings are in line with the approved marketing drawings.
4.20 Liaise with the statutory authorities as required.
4.21 Process payments to Consultants and Contractors.
4.22 Manage team resources to optimise productivity and ensure that the project is delivered within the agreed time, cost and specification.
4.23 Review design proposals of third party developers for compliance with land sale agreement and development control regulations.
4.24 Perform all other relevant tasks assigned by the Director of Development.

SKILLS / KNOWLEDGE / COMPETENCIES REQUIRED
- Relevant degree from a recognized University and/or professional qualification in a related discipline.
- Minimum 5 years experience in project management and development in a similar environment i.e. Property development / Consultancy / Construction.
- Creative and analytical skills
- Strong Computer skills.
- Good knowledge of property market dynamics, materials, construction processes and techniques, local conditions, customer preferences and current trends.
- Strong inter-personal, organisational and presentation skills.
