Program Director/Operations Manager
Operations Director ~ Program Manager
Function: The manager that supports the Vice President of Program Management in the daily operations activities of the division leading and supervising the Program Management staff to ensure client satisfaction. In addition to the day-to-day operations and coordination activities, there will be some marketing support activities to help maintain and increase the workload for the division.
This is an extremely urgent need for my client. They have several programs in place and are in need of a seasoned program manager to direct operations. This is an exciting opportunity to direct a growing program in a well-known, established firm. The successful candidate will be expected to step into a Vice Presidential role as soon as possible.
Qualifications:
A Professional Engineering (PE) license is required due to the nature of this position
15 or more years experience in the design and construction industry
Preferred:
Background in civil engineering

Major Duties:
1. Serves as the “deputy” to the Vice President of Program Management. Provides support to all aspects of managing and leading the Program Management Department and acts for the Vice President, when necessary.
2. Participates in long and short-range technical planning by assisting in the evaluation of staff skills, recommending recruitment of staff employees, and recommending and participating in training programs. Participates in Strategic Planning Sessions.
3. Assists in the preparation of responses to RFQ’s and RFP’s, to include attendance at pre-proposal conferences. Assists in the preparation of project understandings, project schedules, project budgets, fee proposals and contract negotiations.
4. Participates in marketing presentations in the absence of the VP for Program Management.
5. Assists the Vice President and Project Managers in identifying opportunities for repeat business or extra services and pursuing other marketing activities.
6. Ensures that awarded contracts have signed contracts with the Client or the approval of upper management prior to beginning work, that Project Managers have agreements with all subconsultants executed at the appropriate times, and that the established project initiation procedures are followed, including submission of the Project Initiation (PI) sheets.
7. Provides day-to-day supervision to Project Managers or technical staff within the Program Management Department. Assists in the invoicing of clients by determining the percent of services complete and/or the number of hours provided, as well as, verification of each employee’s timesheet. Tracks status of invoicing, as necessary to maintain timely and accurate invoice submission and client payment.
8. Personally completes technical work on projects and serves as Project Manager, when necessary.
9. Works with staff to ensure that cost estimates, schedules and control of documents are accurate, complete and properly maintained.
10. Schedules and conducts such meetings as may be necessary with clients, technical staff, project managers, directors, or other appropriate personnel to resolve project problems, to discuss changes in work product plans, task assignments and to share general or staff-related information.
11. Serves as the “Gatekeeper” for quality control within Program Management and reviews all quality control problems, which may impact the firm's ability to comply with contract obligations or which may impact the profitability of the project due to the nature of required corrective measures.
12. Maintains effective working relationships and open communications with clients, VP, technical staff and other division officers and staff.
13. Ensures that Project Managers obtain documentation of contract modifications signed by the Client for any revisions or additions to the original work plan prior to proceeding. Ensures that the Project Managers provide these documents to the Controller for inclusion into the official contract file.
15. Recognizes that profit and loss on each project is directly related to the way that the project is budgeted and managed. Ensures that all reasonable methods and measures are taken to ensure that projects generate a profit for the company.
16. Ensures that all prescribed project close out documentation is prepared and that accounting is notified to submit a final billing and to close out the contract number after final payment is received.
