Purchasing Project Specialist
SUMMARY
This position is primarily accountable for the effective administration of negotiations, contracts, and purchase orders for capital assets such as equipment, machinery and other assigned commodities and services for all facilities. This position will conduct professional supplier relations resulting in successful support of the organization’s objectives of safety, cost, quality, and delivery by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Lead procurement team
· Responsible for activities from specifications to final approval after installation.
· Members include: Production, Engineering, Quality, Finance, and Materials
· Purchases involving capital equipment, assets and support services including contract negotiations with suppliers
· Develop terms, discount conditions, and project timeline and manage performance against target milestones
· Prepare regular team reports
Prepare and evaluate RFQs, ensure suppliers are approved, promote supplier development, 5S and continuous improvement in all supplier activities.
Liaison between suppliers and engineering regarding equipment specifications
Evaluate the bid analysis, ensure site and corporate procurement compliance, and coordinate the resulting purchase.
Ensure supplier service and delivery through effective communication and negotiations of desirable objectives
Manage arrangements such as special equipment purchases, logistics, expedites, change orders, and progress payment schedules resolving all discrepancies.
Ensure purchase orders are executed for materials and services to meet project requirements, and negotiate services for maintenance, service parts and repair of purchased capital equipment.
Manage responsibilities such that the quality, cost, and delivery objectives of the purchase are successfully supported.
Conduct regular meetings with engineering and suppliers to clarify responsibilities and milestone progress.
Contribute to Corporate Purchasing effort and minority supplier programs.
Develop and maintain excellent supplier relations, and ensure that the company's purchases are made in a competitive, effective, and ethical manner, and the minority-purchasing program is implemented effectively.
Support the development and implementation of effective standards, templates, systems and procurement procedures minimize risk, and improve supplier performance.

EDUCATION and/or EXPERIENCE
Associate Degree with 10 years related purchasing experience or a Bachelor's degree (B. A.) from four-year College or university in an engineering discipline with 3 years related experience.
Understanding of commercial terms & conditions and discount terms for purchase and be able to negotiate same to minimize risk/exposure.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
