Regulatory Engineer

The development, execution, monitoring, and enforcement of engineering and administrative practices that ensures compliance with regulatory rules applicable to the sale, application, installation, and use of Donaldson Retrofit Emission products in the United States. Coordinate and execute the California Air Resource Board (CARB) and EPA Verification process activity for new Donaldson products, and modified existing products: Coordinate and compile PreApplication documentation and submit to CARB/EPA.  Follow-up with CARB/EPA assignees. Coordinate and compile Verification application documentation and submit to CARB/EPA.  Follow-up with CARB/EPA assignees. Coordinate and execute In-Use Compliance activity for CARB/EPA requirements. Ensure collection of device installation data on all products and generate listing of candidate field devices for In-Use Compliance Testing. Ensure data links and consistency between Sales Warranty Database and installation data. Coordinate and compile required documentation for reporting In-Use Compliance test results.  Submit documentation and follow-up with CARB/EPA assignees. Advise DCI functional areas of dates that trigger the need for In-Use Compliance testing.  Coordinate and consolidate plans to execute In-Use Compliance testing. Compile and submit Warranty Reports to regulating agencies as applicable. Main approval authority for product labeling and identification.  Communicate CARB/EPA requirements for product labeling and identification to sales, engineering, and plant as required.  (May include application engineering responsibility for product labeling and identification.) Develop and communicate Donaldson installation specifications for requirements related to applicable CARB Regulation Orders.  Audit Dealer compliance with Donaldson installation specifications. Resource for Donaldson personnel and Donaldson Dealers on CARB/EPA compliance questions. Monitor CARB and EPA rulemaking and advise affected internal and external functions/personnel to ensure that product designs will meet new and/or changing requirements Coordinate and execute the CARB process for obtaining experimental permits.  Follow-up with CARB/EPA assignees.  Retain permit records.  Advise sales and engineering of permitting requirements.  Track permit expiration and ensure DCI compliance. Coordinate and execute field corrective actions when necessary for regulatory compliance. Develop and maintain specifications for Dealer Certification Program.  Plan and execute Dealer auditing for continued certification. Same responsibilities as mentioned above as applicable to individual state regulatory agency requirements and/or bid proposal requirements. Bachelors Degree in Engineering. Five years technical and/or administrative technical experience. Three years experience working in a role supporting efforts related to a government regulated industry. Preferred experience or training in heavy duty diesel engine technology. Familiarity and/or direct experience working with government regulatory agencies. Generally proficient in using software tools for data organization, analysis, reporting and archiving.  (e.g. spreadsheets, databases, business systems, etc.) Logical and efficient problem solving skills.
