Req ID: 2310Job Title: Associate Business Support Analyst - MarketsGroup: Markets GroupLocation: HO - New York, NY (Head Office)Job Status: Full-Time Area Overview: The Domestic Account Services (DAS) staff seeks an Associate Support Business Analyst to join its New York team which provides operational support for a variety activities conducted in support of monetary policy and financial stability. CBIAS Overview:CBIAS executes the Federal Reserve System’s (FRS) responsibilities as custodian and banker for the world’s community of central banks and international financial institutions, including the FRS’ System Open Market Account (SOMA). CBIAS is a critical business function of the Bank. It helps manage over $2 trillion in dollar reserve portfolios for over 400 accounts across 250 foreign central bank and international agencies with transaction volume presently exceeding $150 billion per day. CBIAS has a long history of providing safe and efficient banking services to the world’s official community and supporting financial stability in the U.S. and abroad.Job Responsibilities: The DAS Associate Support Business Analyst role will involve responsibilities in the following areas:Operational Support: DAS staff’s primary focus is to ensure that all transactions executed by the Treasury Market Policy and Domestic Money Markets staffs are confirmed, settled and cleared. The operations supported by DAS include, but are not limited to, the following: Open Market Operations: Temporary & Permanento Confirm and monitor settlement of daily repo, reverse repo, and outright purchase/sale transactionso Monitor collateral pledged by dealers via the tri-party collateral allocation process Securities Lending Operations: Overnight and Termo Collateralize daily securities lending operation and ensure all securities have cleared by close of the securities wire.o Extend and substitute securities lending transactions when appropriate.o Process and clear transactions associated with the Term Securities Lending Facility Treasury Auctions participation by SOMA and Foreign Central Banks (FCB)o Monitor and clear SOMA participation o Confirm, process, and provide reporting to FCBs Secondary Market Customer Tradeso Confirm and clear FCB trades Manage the Market’s Group pricing engine (New Price Quote System)o Maintain appropriate static data for US Treasury Securitieso Review and update pricing anomalies for daily benchmark runso Distribute benchmark runs to various downstream applications and customersProject / Analytical Support: DAS staff must also develop an in-depth understanding of the various policy tools as well as the unique operational mechanics of each activity to support the development and implementation of new operations. Additionally, DAS staff will have to participate in various CBIAS-wide initiatives in support of CBIAS’s strategic mission. The selected candidate will also be required to: Suggest and implement process improvements; Represent business area on system development efforts by providing input on system design, participating in user acceptance testing, etc.; Identify reporting needs to improve analysis of trade processing; Provide qualitative and quantitative reports to senior management. Over time, the DAS business analyst will be expected to develop a broader understanding of the various systems used by the desk and DAS, general concepts around securities clearance and custody and basic knowledge of the market infrastructure supporting securities clearance (National Book Entry System, SWIFT). The selected candidate may have the opportunity to progressively learn the business activities within Clearance and Settlement Services (CSS) within CBIAS, developing the skills to provide operational coverage across all CSS staff units.Position Requirements: Bachelor's degree or equivalent work experience in securities processing; High aptitude for performing operational activities and customer service responsibilities; Experience in funds or securities transfer operations a plus; Ability to evaluate processes and provide suggestions for improvement; Demonstrated ability to prepare data analysis and provide qualitative reports; Proven ability to react quickly and decisively to business, operational and client needs; Ability to identify opportunities for operating efficiencies and make recommendations for implementation; Strong attention to detail; Strong verbal and written communication skills; Experience with SQL or Crystal Reports a plus; Flexibility to work both independently or in cross-functional teams with colleagues across the CBIAS staff or others within Markets and the Bank..
