Job Summary:
Under minimal supervision/guidance, to maintain staffing levels as required by managers. To provide support in all areas of employee relations, manage the payroll function, HR Representative and HR Generalist. To plan and administer policies related to all phases of human resources activities, performed personally or through subordinates.
Essential/Required Duties and Responsibilities:
1. Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
2. Keeps records of personnel transactions such as hires, promotions, transfers, performance reviews, terminations and employee statistics for government reporting.
3. Advises management in appropriate resolution of employee relation issues. Responds to inquiries regarding policies, procedures and programs; conducts investigations.
4. Represents organization at personnel-related hearings and investigations.
5. Recruits, interviews, conducts background checks and selects employees to fill vacant positions. Administers new employee orientation.
6. Prepares employee separation notices and related documentation and conducts exit interviews to determine reasons behind separations.
7. Works with the Director to prepare budget of human resources operations.
8. Represents the Bank in civic and community events to enhance the reputation of Mechanics Bank and expand business opportunities.
9. Exercises the usual authority of a supervisor/manager related to all human resources issues, including staffing, performance appraisals, promotions, salary recommendations, terminations, coaching, training and development.
Desired, But Not Essential Responsibilities:
1. Attends educational programs appropriate to current or future responsibilities.
2. Performs other tasks as assigned by the Manager.
Essential/Required Knowledge, Skills, Abilities, Education and Experience:
1. Four to ten years related experience; or Master’s degree (M.A./M.S./M.B.A.) or a Bachelor’s degree (B.A./B.S.) with a related university certificate program; or equivalent combination of education and advanced level of related experience, or ten years in a senior position with related human resources experience.
2. Ability to read, analyze, and interpret common technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, the business community or professional peers. Ability to write speeches and articles for publication that conform to prescribed business style and format. Ability to effectively present information to top management, larger groups of employees and/or customers, public groups, professional organizations and/or boards of directors.
3. Ability to work with mathematical concepts such as statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to business related situations.
4. Ability to apply principles of logical thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, graphs, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
5. Ability to create new word processing and spreadsheet files using generally accepted formats. Ability to use database programs and other banking specific programs and to access reports. Ability to use software documentation and help features. Aptitude for learning advanced features and specialized software programs.
6. Demonstrated project management skills and ability to concurrently handle multiple projects in various stages of progress.
7. Ability to work independently, interface effectively and diplomatically. Demonstrated initiative. Ability to maintain confidentiality of employee information using tact and discretion.
Helpful Knowledge, Skills, Abilities, Education and Experience:
1. Completion of Human Resources classes or a certificate program.
2. Experience working in a financial institution environment; knowledge of banking jobs.
3. Experience using standard Human Resource computer based systems and electronic compensation survey data collection devices and/or reports. Experience using and designing reports in Cognos.
