Public Policy Manager

Summary:



Reporting to the Senior Director of Public Policy, the incumbent will assist in the development and implementation of MBA’s strategy on legislative, regulatory and industry issues and serve as a resource to MBA’s public policy staff and Association members.  Working closely with MBA Government Affairs staff, Association members and mortgage banking experts, the incumbent will assist in the development and implementation of MBA policy on residential mortgage issues.  Such assistance will include research and analysis, contact with Association members and other interested trade associations, as well as general assignments to support the development of MBA policy positions.  In addition, the incumbent will help manage MBA member committees and working groups, special projects and miscellaneous assignments in the advocacy/policy arena as directed by the Senior Director of Public Policy or other Department leadership.

As necessary, the incumbent will assist in advocating MBA positions with appropriate federal and state policymakers, and representatives from a wide variety of real estate, financial services and other organizations.  Advocacy work will include the preparation and regular update of policy materials and a wide variety of other communication materials.   



This position will report to the Senior Director of Public Policy but it is anticipated that much of the incumbent’s time will be spent working directly with MBA’s Senior Director, Regulatory Counsel. 



Primary Responsibilities:



1.  Researches, tracks and analyzes current and emerging issues as well as proposed laws and regulations affecting the mortgage banking industry.  Proposes policy positions to MBA member committees and other MBA staff, as necessary.

2.  Assists the Senior Director of Public Policy and other members of the policy team with the  analysis, development and communication of policy positions, especially as they pertain to federal regulatory issues. 



3.  Assists members of the policy team in the management of projects and MBA committees, working groups, task forces and subcommittees as directed.

4.  Drafts Congressional testimony, official MBA correspondence and other documents to assure the achievement of the Association’s goals and policies.



5.  Prepares written communication for Association members updating them on legislative, regulatory and industry issues.  Manages, maintains and disseminates reports and other information as received from federal agencies and the Congress.



6.  Prepares and routinely updates MBA issue papers, Web content and other policy documents, and works closely with MBA staff and Association members to assure that MBA’s positions are accurately articulated in such papers.

7.  Drafts talking points and other briefing materials as directed.







NOTE:  Incumbent will devote some time for the position, as necessary, to “lobbying activities” as defined under Honest Leadership and Open Government Act of 2007.



Specifications:



Juris Doctorate degree preferred (consideration given to other advanced degree and/or legal experience in lieu of J.D). Five or more years experience in the financial service industry, related trade association and/or government oversight of the industry, with some specific knowledge of the mortgage banking industry preferred. 



Must have exceptional written and strong oral communication skills as well as superior organizational skills, with a demonstrated ability to manage projects and meet deadlines.
