Global Strategic Sourcing (GSS) and Category Management Model with Amgen enterprise wide procure to pay systems help our internal client partners reduce their overall cost of acquiring goods and services, maximize their supplier relationship management (SRM) and improve their sourcing, procurement and supply chain efficiency. Sourcing and Procurement solutions are designed to delivery spend savings, risk management, increase compliance, transparency and management control over spend and improve performance and innovation.The Category Manager (CM) will be responsible for managing sourcing processes for GCO & Corporate Communications, initially focused on the North American Commercial Operation (NACO) BU's. In addition the person will support the development and implementation of sourcing and category management strategies for assigned GCO & Corporate Communication sub-categories. One of the key responsibilities will be to build relationships and early engagement with PST's and other key internal business client partners. Deliver maximum operational and commercial benefits to Amgen. Collaborate effectively with business partners and key stakeholders (e.g., MOPS, Brand Teams, Functional Area Leaders, Finance, Legal, etc) and suppliers to develop category specific sourcing strategies for the GCO and Corporate Communication initiatives that are aligned with Amgen business objectives and strategies. Facilitate governance models with clearly agreed roles and responsibilities to identify & and implement business opportunities. Manage a cross functional teams using best practice strategic sourcing processes (e.g., Category Management, Supplier Relationship Management) and tools (e.g., eRFx, eRA). Develop sourcing strategies and implementation plans that fully leverage Amgen's spend working cross functionally locally, regional and/or global as appropriate) and optimize value (cost, service, quality) while balancing Amgen's additional business requirements (ROI, assurance of supply, innovation, regulatory compliance, risk management, process improvements etc). Develop & maintain a balanced scorecard of GSS metrics and supplier service levels to measure and communicate to Sourcing Leadership Team (SLT) and Functional Leaders.Strategic responsibilities include: leading the industry analysis to identify size of industry, leading players, and specific industry characteristics; conducting client requirement analysis to understand clients' procurement needs; developing a comprehensive category strategy based on customer and industry analyses and developing contracts with new suppliers or renegotiating existing contracts. The CM will have a contract negotiation plan and process in place to achieve best value for Amgen (required quality and service levels at lowest total cost in the market) by 1) leading the appropriate sourcing process for new and expiring contracts 2) defining and executing the contract negotiation strategy; and 3) leading the contract implementation and the identification of opportunities for expanded supplier relationships to enhance the business partnerships. Tactical responsibilities include: development of GCO & Corporate Communication project specific procurement execution plans, supplier sourcing and contracting, contract administration and contract close-out. The CM will have the ability to draft and write GCO & Corporate Communication category specific contracts. The CM is also responsible for developing and maintaining an annual supplier management plan, including forecasted spend, savings expectations and performance objectives as well as but not limited to; 'Responsible for the effective management of an agreed sourcing & procurement portfolio that will typically contain both 'repetitive' and 'one off' projects.'Make useful contribution to the development of 'the GCO& Corporate Communication Vision'. Positioned Interface with Executive Directors, Directors, Managers, etc internally plus externally with CEO's, Account Directors, Project Managers etc NATURE AND SCOPEThe CM expands business plans into challenging, insightful and actionable sourcing and procurement strategies and objectives, drawing from a deep knowledge of Amgen's business requirements. The person shall have a clear, insightful and deep knowledge of the marketplace and industry practices and trends and a thorough understanding of the Amgen's relative positioning within this marketplace. CM must align Amgen's business plans with appropriate functional area strategies and approaches, initiating new or revised procedures, programs and project delivery as required for the overall initiative success. The CM will develop and maintain close collaboration relationships with key business partners at equivalent and/or higher levels, to ensure alignment of operational decisions, budgeting, and resourcing. The CM will ensure category management tools and processes are appropriately and consistently deployed to ensure Amgen leverages best value from supply base, including the development of risk mitigation strategies where required. The CM will articulate a sense of purpose and mission that motivates the project team while keeping them focused on clear actionable objectives, balancing big picture strategy concerns with the day-to-day tactical execution. The CM will develop and implement balanced scorecard of relevant metrics to measure and communicate key Suppliers' performance for their areas of responsibility through various means of communication, including reporting out to the SLT, Operations and Finance co partners, operations reviews, monthly progress reports, etc. PRINCIPAL ACCOUNTABILITIES1. The CM will be a skilled and experienced sourcing and procurement category owner who will be responsible for the development and execution of the category strategies. The CM will translate Amgen's business strategies into actionable sourcing category strategies and objectives based on a thorough knowledge of Amgen's Sales, Marketing and Corporate Communications business requirements and an in-depth subject-matter expertise for the categories of responsibilities including a thorough understanding of the competitive processes within the industry.2. Develop the Best Team: Support GSS GCO & Corporate Communication team members Provide on-going honest constructive feedback to team members and SLT & develop successor. Structure and maintain a world class supply base that provides the appropriate quantity and quality of suppliers to Amgen that reflect current market conditions, the competitive environment and Amgen's requirements. Apply performance measurements that identify & reward outstanding suppliers; identify, improve and/or eliminate under-performing suppliers; align client business needs with supplier goals for joint process improvement, cost reduction, as well as quality & service improvements.9.
