Job Description Contract Specialist Summary: This position is responsible for all aspects of pre-award and post-award activities relating to complex cost-reimbursement & commercially priced Government Contracts. He/she is a lead person in the development of the cost/price proposal, making independent decisions on the format and content of the proposal along with responding to cost issues/questions during negotiations. He/she is lead person on contract administration and close-out of these complex contracts. He/she works closely with Principal Investigators (P.I.’s) on monitoring cost ceilings, budget expenses, along the terms and conditions of the complex contracts. He/she is the Small Business Administrator responsible for researching small businesses for possible vendors/subcontractors to meet the requirements on the subcontracting agreements/RFP for government contracts. He/she is also responsible for submission of semi-annual subcontracting reports on all government contracts/subcontracts, and updating the small business data base. This position requires minimal supervision by the Director of Contracts.Essential Duties and Responsibilities:• Applies Good Manufacturing Principles in all areas of responsibility. • Demonstrates and promotes the company vision. • Works independently with the Principal Investigators, and other Fisher BioServices (FBS) staff in the development of business proposals in response to Government Requests for Proposals (RFPs). Serves as a contact point on cost issues during the negotiations of contracts and subcontracts by providing additional information and clarification. Develops subcontracting plans for proposals. • Monitors complex Government contracts and subcontracts, including compliance with contract requirements, subcontracting plan goals, contract ceilings. Develops budgets for change orders/new work under current contracts. Maintains database which includes information such as contract funds, level of effort, deliverables, COA’s, expenditure caps., etc. Responsible for finding new small businesses to improve requirements set by the government in small business subcontracting plans/reports. Responsible for submitting reports and monitoring subcontracting goals on all government contracts. • Communicates effectively and responds to requests from internal and external customers which include FBS staff, Government personnel, other clients, subcontractors, and other people as necessary. • Inputs monthly invoices into tracking system for Subcontract and Government contracts to monitor and keep track of yearly expenditures. Qualifications: At least four to five years experience in proposal analysis and contract administration. Education/ Experience: 4-year degree in business or related field or equivalent experience. Excellent knowledge of company proposal process. Knowledge of Federal Acquisition Regulations (FAR). Certificates and/ or Licenses: None Supervisory Responsibility: None, but may provide guidance to lower level employees. Internal and External Contacts: All levels of internal employees. External contacts can include government personnel, clients, vendors, and subcontractors. Ability and/or Skills: Excellent research, analysis and negotiation skills; excellent communication skills. Physical Demands: Work is usually performed in an office setting although there are occasional visits to FBS contract sites, Government facilities, and client’s sites to conduct fact-finding, site visits, reviews, and negotiations. Work is primarily sedentary. Ability to use a computer up to 8 hours a day. Ability to drive to local sites.
