The Global Head, HSE & BC provides leadership and direction to the Novartis Institutes for BioMedical Research (NIBR) and Corporate Research in the development of leading health, safety, and environmental management systems and business continuity and emergency management programs to assure compliance with legal and Novartis requirements and provide recognized value. The Global Head supports senior leadership and line management in the implementation of programs across the breadth of HSE & BC issues and Novartis emergency management (NEM); executing a quality-based and learning based approach to HS&E.Major Responsibilities Develop and deliver appropriate global HSE & BC strategy to support business requirements, meet legal and Novartis requirements, coordinate program implementation with sites and provide HSE & BC framework to the scientific community and other key internal and external stakeholders. Execute strategy into worldwide HSE & BC standards, systems, and practices conforming to local regulations and Novartis Corporate HSE policy and guidelines. Ensure systems are in place at NIBR and Corporate Research sites to ensure compliance with HSE legal requirements. Champion approaches for HSE & BC management to ensure performance of sites and third party suppliers. Institute systems to monitor gaps and assure corrective actions are implemented to address findings. Provide periodic status reports to senior management. Lead and ensure alignment of site HSE organizations to provide consistent HSE approaches whilst understanding local legal requirements. Promote and verify appropriate HSE competence and skills for all site designated HSE Officer or Coordinators. Together with senior management establish HSE & BC targets for the organization and establish reporting systems to ensure quality and integrity of supporting data and documentation. Provide guidance, direction and oversight to responsible line management to proactively identify potential risks, and develop and implement risk reduction strategies, Review HSE & BC implications of due diligence activities and major capital expenditure projects and provide technical guidance. Act as global NEM Coordinator and maintain global NEM organization; measure and monitor readiness of site teams. Represent NIBR in Novartis HSE & BC Committees and Networks and external organizations.QualificationsThe successful candidate will have a graduate degree in Technical Science, Chemistry, or Engineering with 7-10 plus years of prior experience in HSE within a pharmaceutical or similar research environment; as well as 3 plus years of leading/managing HSE functions at the site and/or staff level. The Global Head will have strong leadership skills including experience managing global teams in a matrix management organization and a proven ability to work within a highly complex global organization. The Global Head will have strong oral and written communication and presentation skills; with the ability to interact with a variety of organizational levels and foster cross-functional and cross-cultural teamwork.
