The NIBR Scientific Data Czar is responsible for the overall quality, accessibility, and standardization of NIBRs scientific data to support knowledge-based drug discovery and for the definition & implementation of the technology system necessary to manage and deliver the data. Major Accountabilities Scientific Data: Develop and implement a philosophy and practice of data quality, accessibility, and standardization that enables NIBR to act as one organization with one common, shared collection of data. Improve the quality, accessibility and standardization of NIBRs scientific data. Combine multiple domains of scientific knowledge to support drug discovery and other new opportunities for medicines. Expand chemical activity data content to include genomic, proteomic, structural, pat-ent, literature, commercial, and clinical data, as well as metadata, for the benefit of NIBR scientists. Develop, with NIBR scientists, assay data reporting standards that conform to the new data architecture and an updated application interface for data input Develop, with NIBR scientists, other data reporting standards or mechanisms needed to advance the ability of NIBR to carry out knowledge-based drug discovery Curate and appropriately annotate historical data into the new scientific data envi-ronment. Continually adapt the developed model and NIBR scientific data recording and man-agement practices to include new data definitions, reflect scientific advances, and take advantage of technology improvements.Scientific Data Management Informatics System Implement a strategy and oversee the design, development, and construction of a ma-jor informatics system to support knowledge-based drug discovery Lead a global and multi-functional team of scientists and informatics specialists to create this NIBR-wide informatics platform. Establish a new, integrated chemical and biological data warehouse that contains richer and more holistic content to support hypothesis generation Ensure the data warehouse is fully flexible and accessible either directly or from mul-tiple applications or web services Fully integrate internal and external data sources into the informatics system Develop a meaningful semantic layer containing ontologies, dictionaries and syno-nyms in coordination with NIBR DAs and Platforms to contextualize data in the data warehouse. Work with external partners to either license or develop the new data architecture. Work with IT and informatics professionals to develop flexible and advanced meth-ods of data access for NIBR scientific applications. Develop a NIBR Knowledgebase application interface for visualization and data min-ingQualificationsPhD in computational chem./bio-informatics Experience: "Minimum of 10 years experience in cheminformatics/bioinformatics as it relates to drug discovery."Demonstrated track record of publications in the fields of chem- or bio- informatics and knowledge-based drug discovery and of developing innovative approaches for chem./bio-informatics"In-depth knowledge of chemogenomic warehouses, patent literature databases, data curation, chemical, biological and medicinal ontologies, target and genomic data mining"Experience with IT informatics platforms, including database platforms, data architecture, mining and integration, query languages (e.g. SQL, SPARQL) and application interfaces (APIs)"Experience with running global teams and working in a matrix organization"Excellent strategic, operational and communication skills"Experience with running global projects and reporting to senior management"Holds and can articulate a clear informatics vision related to drug discovery Novartis Institutes for BioMedical Research is an equal opportunity employer committed to embracing and leveraging diverse backgrounds.
