By drawing upon a combination of these disciplines, we bring a 360-degree perspective that allows us to approach issues broadly and deeply.   Innovative, award-winning solutions are created as the result of a highly collaborative environment, a team that possesses deep expertise in government programs and policy, as well as our ability to incorporate public sector best practices and relevant commercial best practices that have been adapted for the unique needs of government.   State Government Practice  The Deloitte Consulting, LLP state government practice serves as a trusted advisor to several of the largest state government agencies in the U.S. Whether its technology integration, enterprise transformation, strategy and operations, human capital, outsourcing, attest, enterprise risk services or financial advisory services, Deloitte is uniquely qualified to tackle today's most pressing public sector challenges.   Deloitte Consulting's growing state government practice is seeking Senior Managers, Managers, Senior Consultants and Consultants.  Experience in any one of the following segments is preferred:  health and human services including child support, child welfare (SACWIS), child care, Medicare, Medicaid, (MMIS), public health and HIPAA.  Unemployment insurance,  tax and revenue systems, financial transformation for government, public sector SAP implementation experience  including grants and funds management, worker's compensation and workforce development solutions, integrated justice systems, court systems,  homeland security, and transportation.   A Consultant in BIO at Deloitte Consulting LLP is involved in the design and implementation of custom technology-enabled business solutions. Consultants function as integrators between business needs and technology solutions, helping to create technology solutions to meet clients' business needs. Consultants perform accurate analysis and effective diagnosis of client issues, and manage day-to-day client relationships at peer client levels. Consultants gain exposure to multiple industries while demonstrating an awareness of the full breadth of services offered by Deloitte Consulting LLP. Responsibilities may include leading small teams through defining systems strategy, developing system requirements, designing, prototyping, and testing custom technology solutions, and supporting system implementation. Specific Requirements - 3+ years of relevant industry or consulting experience. - Experience participating in large-scale, full-life cycle Enterprise Application Integration (EAI) implementations within a management consulting environment.  Must have hands-on technical experience with several of the following tools: MQ Series, SeeBeyond, Tibco, Vitria, WebMethods, IBM WebSphere, BEA Weblogic or Crossworlds, Oracle Fusion, SAP Netweaver XI - Experience with Enterprise Service Bus (ESB) technology like BEA, Sonic, IBM, Oracle - Experience with Business Process Modeling (BPM) tools, Business rules integration. - Strong knowledge and comprehension of standards, specifications, standards bodies (e.g., XML, UDDI, JMS, Web services, etc.) - Must have experience in Service Oriented Architecture (SOA) architecture and Concepts - A strong Java, EJB, BPEL, UNIX background is a plus. - Conversant in multiple EAI areas (Message Brokers, Messaging Middleware, Workflow, Business Process Management), have familiarity with executing one or more architecture Proof of Concepts, possess strong methodology understanding, and have assisted in the design, development or testing of an technology integration project. - Project Lifecycle experience.  Lived a complete project from Scoping and planning requirements, through design, development, testing, and go live. - Ability to manage small engagements and teams or parts of large engagements. - Strong analytical and technical skills - Strong oral and written communication skills, including presentation skills - Strong problem solving and troubleshooting skills - Ability towork both independently and as part of team - Willingness to mentor junior staff in technical areas - University degree required.  An advanced degree or MBA is preferred.   Specialized knowledge in one or more of the following areas: - Integrated eligibility including claims intake, benefits processing, and TANF - Medicaid Management Information Systems (MMIS) - Statewide Automated Child Welfare Information Systems (SAWCIS) Including domain knowledge in Child Protective Services, Case Management, Provider Management, Foster Care and Adoption Subsidy Eligibility determination functional areas - Child Support Enforcement Systems - Child Care Management Information Systems - Integrated Tax Systems - Labor and Industry experience including unemployment insurance and unemployment benefits information systems, workforce automation and workforce planning systems - Department of Motor Vehicle (DMV) systems implementation including Real ID - Transportation including management information systems, safety management issues, and intelligent transportation systems - Law and justice experience including working with correctional agencies and offender management information systems - Court solutions and criminal case management systems - ERP (SAP and Peoplesoft) implementation experience  including grants and funds management, treasury and cash management, fund accounting, budgetary and appropriation control, public sector procurement, HR/Payroll with budgetary position control, working knowledge of GASB Procurements About DeloitteDeloitte refers to one or more of Deloitte Touche Tohmatsu, a Swiss Verein, and its network of member firms, each of which is a legally separate and independent entity.
