Administrator of Employee Benefits and Support Programs

The Administrator of Employee Benefits and Support Programs is responsible for employee benefit and support programs.  Oversees and coordinates Workers Compensation and leaves of absence.  Prepares necessary materials for unemployment hearings, MIOSHA reporting and arbitration hearings.  Maintains the Human Resources Policy and Procedures process and manual.

PRINCIPAL RESPONSIBILITIES:

 

路  Administers MTA Benefit Programs (Medical, Dental, Life, AD&D), including enrollment of new employees, employee contact, billing, claims review, employee communication, and overall program evaluation.  Recommends changes in structure, funding, and delivery of benefits.

 

路  Coordinates Workers Compensation program in conjunction with third party administrator.  Prepares and files required forms, tracks workers compensation claims progress with third party administrator.  Recommends structural changes to Workers Compensation program (funding, third party administrator and structure).

 

路  Provides employee liaison for all benefits and workers compensation programs.

 

路  Administers pension plans in conjunction with third party administrator.

 

路  Maintains MTA Human Resources Policy and Procedures manual.  Recommends revisions and/or new policies as required or requested.

 

路  Develop, organize and implement an Employee Handbook program.

 

路  Organize and implement the Total Quality Commitment Action Teams as needed.  Insure their continuing operation consistent with the MTA organizational goals.

 

路  Monitor grievance process, administer pre-arbitration meetings and schedule arbitration(s) as necessary.  Research and fact-find the events involved, review and reach conclusions based upon the Labor Agreement and other pertinent data.

 

路  Conduct in conjunction with the 4 R鈥檚 Committee an Employee Attitude Survey at least once each year.

 

路  Perform other duties, as assigned.
