TITLE : Biostatistian
DEPARTMENT: QIS

JOB PURPOSE: The Biostatistician is responsible for advanced statistical programming and analysis of Medicare/MassHealth and other co-operative projects in addition to using biostatistics to make recommendations on statistical methods used by the Center for Medicare and Medicaid Services. The Biostatistician assists MassPRO staff to utilize data to improve health outcomes and health service delivery.

REPORTS TO: Project Team Leader, Data Analysis

INTERNAL CONTACTS: Senior Leadership, Directors, Managers, Performance Improvement Advisors, Case Review Staff, Physicians, Administrative, Marketing and Communications Staff, and other MassPRO departments.

EXTERNAL CONTACTS: Stakeholders and CMS Staff


ESSENTIAL / KEY RESPONSIBILITY AREAS:

Biostatistical Analysis
·Applies knowledge of statistical theory to select the appropriate test of significance.
·Uses sampling techniques to draw statistically valid samples and reliability assessment for co-operative projects.
·Responsible for the analysis and interpretation of each project’s data, including the use of categorical data analysis and multivariate analysis techniques such as logistic regression, ANOVA, and model development to explore causal relations within the data.
·Conducts exploratory research.
·Writes technical notes & result summaries for all reports.

Data Analysis
·Uses advanced SAS programming skills to run statistical tests and develop complex reports as needed.
·Uses SAS software to provide analysis reports of each co-operative study findings.
·Works with data entry, systems development, and operations staff to resolve issues of data quantity and accuracy.
·Performs extensive data edits to verify data accuracy.
·Answers questions regarding use of statistical techniques as posed by MassPRO staff.
·Ability to create Access databases to generate reports using CMS databases.

Assessment and Problem Solving
·Identifies and resolves organizational issues that may impede the success of projects

QUALIFICATIONS:
·Masters degree in Statistics, Biostatistics, or Mathematics
·A minimum of 3 years of work experience in data processing and analysis in a healthcare environment.
·A minimum of 3 years of work experience using SAS, proficiency in developing macros, use of SQL and relational databases in a client server environment.
·Some knowledge of MS Access, Visual Basic or other programming language preferred.

SKILLS and COMPETENCIES:

Technical Skills:
·Knowledge of SAS programming.
·Ability to program using statistical software, including SAS, to extract data in a format, which is usable to the customer.
·Extensive knowledge using Microsoft Access and Excel

·Excellent analytical and problem solving skills.
·Ability to troubleshoot.
·A self-starter with a collaborative focus, who is resourceful and able to work independently.
·Possesses excellent organizational skills and capable of multi-tasking.

·Ability to work patiently with internal customers in order to reach consensus of when the report is due and that the content of the report meets the need of the internal customer.

·Focuses on meeting the needs of internal and external customers. Seeks and responds to customer feedback and maintain effective relationships with customers.
·Collaborates with the Project Leader for Analytic Services and Analytic Services staff to establish a high-functioning team that promotes the ongoing growth and support of team members.
·Provides recommendations to the Project Leader for Analytic Services project models.


PHYSICAL WORKING CONDITIONS:
Ability to sit at a personal computer for long periods of time
