MINIMUM QUALIFICATIONS: H.S. Diploma or equivalent required. Bachelor’s degree in Business Management or related field preferred, or the equivalent in work related experience (4 years) required.  Minimum of five (5) years work related experience.  Must have excellent verbal, written and interpersonal communication skills with demonstrated ability to work cooperatively in a team environment.  Excellent research administrative and management skills.  Must have strong, proven analytical and problem solving skills.  Excellent organizational skills with proven ability to prioritize effectively.  Demonstrated success in developing, building and maintaining programs in complex settings.  Excellent judgment and high level of professionalism.  Proficient in various software applications, Microsoft Word, Excel, Access and working knowledge of PowerPoint.  Proven ability to handle and maintain confidential information.  Must be willing and able to work a flexible schedule including evenings and weekends when required.

 

DUTIES:  Responsible for supporting the Director with the refinement, development and implementation of the Authority’s overall strategy for achieving compliance with all of the goals and objectives of the Authority’s Business Diversity Program, with particular emphasis on the development of effective programs to ensure appropriate utilization of minority and women owned businesses in the Authority’s overall procurement activities.  Develops and creates formal documentation of policies and related compliance procedures for effective administration of the Authority’s Business Diversity Programs.  Oversees compliance monitoring and business diversity activities and assists in reviewing/preparing reports of MBE/WBE utilization related to procurement and service contracts on a monthly basis.  Drafts routine correspondence for review and approval by department managers and the Director, including memorandums. Letters, brochures, graphs, charts, statistical reports and other documents as required or assigned.  Evaluates the Authority’s procurement cycles on a department by department basis for the development of focused, innovative approaches to achieving the minority and woman owned business procurement goals as outlined in the MPEA Act.  Works with programmers and analysts to develop and maintain database management systems to track information relating to Business Diversity.  Participates in the bid and pre-proposal process including, but not limited to, the development of evaluation criteria for bid packages/proposals to ensure that there are sufficient opportunities for the inclusion of minorities and women wherever possible in the Authority’s procurement process as outlined in the MPEA Act.  Supervises staff and projects to ensure that goals are met in accordance with commitments as delineated in the Authority’s contracts and that such compliance is appropriately documented.  Act as trainer/facilitator to other internal customers regarding diverse business development.  Analyzes all statistical reports and creates a monthly summary of procurement activity by vendor and department with recommendations for improvement as appropriate. Receives, reviews and tracks all waiver requests; summarizes waiver activity on internal quarterly reports.

 Prepares and distributes quarterly reports as directed, of all procurement activity to the Director of Business Diversity, Director of Procurement and Chief Executive Officer for further action and distribution.  Reviews contract specification and provides appropriate policy and procedure language regarding the utilization of minorities and women in the procurement of proposed commodities or services.  Assists in the coordination of activities on behalf of the Authority at conferences and fairs aimed at building MBE/WBE participation and partnership opportunities.  Attends and represents Business Diversity at various outreach events. Develops and implements appropriate outreach programs based upon industry trends, Authority needs and availability factors to maximize the number of qualified and certified MBE/WBE firms interested in participating in Authority projects.
