Cost Estimator

DUTIES & RESPONSIBILITIES: #6437  Estimates labor hours and materiel costs for hardware-oriented electrical and mechanical engineering and manufacturing tasks in support of company proposal and contract activities. Establishes estimating assumptions, rationale, basis of estimates (BOE), learning curves, and scrap, rework, and warranty factors for use in cost estimating assignments. Works closely with project engineers to develop engineering and manufacturing labor hour estimates and with vendors, subcontractors, and procurement to develop a consolidated priced summary bill of material. Computes cost factors and prepares estimates used for management purposes such as planning, organizing and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness. Evaluates estimate/proposal risk through statistical analysis and Monte Carlo modeling. Participates in cost estimating activities for contract change orders and contract estimates to complete. Documents, validates, presents, and explains estimates to project management, customers, and auditors. Participates in the selection, development and training of cost engineering staff. Responsible for observing all laws and regulations and other applicable obligations wherever and whenever business is conducted on behalf of the company. Expected to maintain a productive and safe working environment in accordance with established operating procedures and practices.MINIMUM QUALIFICATIONS:  Bachelor’s Degree (or equivalent experience) in business administration or related discipline and a minimum of 10 years of experience. Thorough understanding of cost estimating concepts and principles, FAR and related governmental rules and regulations. Must possess the ability to develop and communicate new concepts; apply them accurately throughout and evolving environment; organize, schedule, and coordinate work phases and determine the approach at the task level or with assistance at the project level to provide solutions to a range of complex issues. The ability to resolve complex problems in a timely fashion; strong communication, leadership, presentation, and interpersonal skills; in a team environment. Proficiency in MS Office, Access, and Project.DESIRABLE QUALIFICATIONS:  Working knowledge of pricing and estimating tools. U.S. Navy program acquisition, shipbuilding, and DOD experience. Experience working with SAP and Windchill highly desirable.OTHER PARTICULARS:  U.S. citizenship or permanent resident. Other duties as assigned.
