Description:

Champion the technology vision and leadership for identifying, developing and implementing Information Technology (IT) business process solutions and improvements.

Plan, direct and manage the delivery of the organization’s IT programs and support services towards the achievement of organization-wide and service-specific technology strategies and goals.

Develop IT programs and services through collaboration with executive and department management in a way that achieves continuous improvements in processes, competencies, and methods.

Hands-on approach in daily operational activities to ensure department staff is provided with the tools and training necessary to perform their jobs at a high-level of competence.

Plan, organize and direct the development of an enterprise IT model that ensures a high level of customer support, a stable technical environment, and effective information management throughout organization.



Duties:

a. Identifies organization wide requirements in computer and systems technology, analyzes impacts and makes recommendations relevant to short- and long-range direction and strategies, and technology investments.

b. Directly manages IT staff to ensure a high-level of customer service is achieved, operational and tactical plans are developed and executed, policies and procedures are created and maintained, and a staff development training program is established and monitored.

c. Determines long-term, company-wide technology needs; develops, recommends and implements long range technology direction and strategies.

d. Works with organization directors, managers and other appropriate staff to evaluate current and anticipated information system and technology requirements and/or investments, performs appropriate feasibility studies relevant to meeting such requirements; recommends approaches and action plans that will produce maximum return on organization technology investments.

e. Plans, organizes and directs strategies that utilize technology to increase productivity, improve business processes, provide for contingency planning and disaster recovery, while also encouraging teamwork and lower total operating costs.

f. Leads and directs the business analysis program to define needs, establish systems development requirements, select and acquire necessary software and hardware, and integrate these solutions in a client/server, multi-tiered, network-based computing environment.

g. Leads and directs efforts that assure integrity of data, proprietary information, and related intellectual property through effective information security and access management.

h. Acts as highest level interface with non-technical user functions in determining overall technology strategy and utilization.

i. Direct responsibility for managing the various disciplines and staff within Information Technology including - but not limited to - programmers, business analysts, system engineers, system administrators, information security, database administration, help desk, and department administration support. In addition, this position has direct responsibility for management of technology consultants, vendors, and suppliers.

Requirements:

15 or more years of overall work experience in information technology field, including a minimum of 7 years management and 3 years experience in the business process improvement field. Experience in a governmental setting or public sector is preferred.

Bachelor’s and/or Master’s degree in information systems management computer science, business administration or a closely related field.

Must have strong leadership, supervisory, communication, and interpersonal skills; an ability to excel in a collaborative environment; sensitivity to others; high integrity and intelligence; excellent judgment; strategic as well as pragmatic conceptual thinking skills; and an ability to generate trust and build alliances with co-workers.

Must possess well-developed skills in complex problem solving and decision making. Strong analytical skills and a capacity for innovation.

Demonstrated experience in applying principles, practices and techniques for building and managing an information technology operational infrastructure and support staff that meets the business needs of a complex organization.

Must have the knowledge of trends and directional developments in technology as they apply to formulating technological solutions to organization wide strategies and objectives.
