Information Technology Policy Analyst

Duties and responsibilities will include:

·  Evaluates the implications of proposed technology programs/issues/revisions within state government and/or the IT Enterprise. Furnish comprehensive analysis on issues of significance facing the department. Conduct research, identify options, develop program plans, make policy recommendations, and seek approval for implementation of solutions related to these issues.

·  Document development including items such as annual reports, presentations, white papers, technical reports and special reports to the legislature or Governor’s Office.

·  Supports analysis of billing and invoices practices.  Assesses the financial viability of ITE marketplace service offerings and recommends modifications to existing suite of services.

·  Provides business support services for the Technology Governance Board, IOWAccess Advisory Council, and Pooled Technology Initiative, as needed.

·  Drafts proposed information technology standards, moves proposed standards through the approval process, and recommends procedures associated with implementation.

·  Monitors legislative reports and assists with development of legislative proposals and requests for information.

·  Monitors the external environment for opportunities to apply for grants.  Will develop grant proposals, submit and monitor progress and administer grants, once given, including managing funds receipt, disbursement, and development and submission of required reports, status or audit information.

 

Professional experience in three of the following areas is highly desirable.  Applicants should clearly identify strengths in any of these areas.

o Experience with development of IT systems

o Work experience in a government setting

o Skills in public policy development in a technological area

o Conducting impact analysis on proposals, including intended and unintended outcomes

o Experience writing reports of a technical nature

o Financial Analysis – experience doing budget/revenue/expense statements

o Application of research tools/techniques for practical analysis
