Management Services Officer/Program Administrator
JOB SUMMARY: Reporting to the Director of Neurology’s Infectious Disease Program, the Program Administrator provides oversight and directs the administrative functions of the unit including fiscal management, staff and academic personnel administration, material and space management, and contract and grant administration. The incumbent is responsible for short and long-range planning, fiscal and operational management, budgetary analysis, recruitment, hiring, training, and management of personnel including monitoring and approving of time, performance evaluation, progressive discipline, and material and space management. The incumbent will implement standard operating procedures, conduct weekly staff meetings, and serve as liaison with the Institutional Review Board, Office of Contract and Grant Administration, Extramural Fund Management and NIH grant management staff. The incumbent will also manage the Neuro-Infectious Disease Program facilities and provide administrative leadership to study personnel in all aspects of work.
REQUIRED: Demonstrated ability to establish and maintain effective working relationships and to communicate effectively with faculty, staff, administrators and the public in a variety of complex and sometimes sensitive issues. Ability to interact with all members of the organization in ways that enhance understanding, cooperation and problem solving. Demonstrated skill in managing a multi-function staff covered by diverse personnel policies and contracts, including assessing and developing staffing needs and plans. Demonstrated skill in recruiting, selecting, training, supervising, evaluating, and disciplining all levels of staff employees. Demonstrated skill in financial analysis, planning and administration for multi-million dollar budgets with multiple funding sources, including appropriately correlating available fiscal resources. Demonstrated ability and experience in organizing and defining tasks, setting priorities, working independently and following through with minimal direction. Demonstrated ability and experience in managing a complex organization with multiple objectives and goals with limited resources. Demonstrated skill in management of space, equipment and material resources including developing utilization plans. Working knowledge of the principles and practices of contract and grant administration. Demonstrated skill in development and management of multi-million dollar budgets and allocation of program resources to carry out short- and long-term goals. Demonstrated skill in organizing material, information, personnel in a systematic way to optimize efficiency. Ability to coordinate the efforts and activities of multiple investigators and personnel, to organize workflow, delegate responsibility, and train staff to carry out programmatic objectives. Demonstrated ability with PC computer systems and applications using Word, Excel, and Outlook. Demonstrated ability to handle confidential matters with discretion. Excellent verbal and written communication skills and language proficiency to obtain and convey information with clarity and diplomacy. Must possess a driver’s license, own vehicle and insurance for local travel and site visits. Ability to travel, including by personal car for local travel and out-of-town with possible overnight stays to attend seminars and meetings related to the program. Bachelor's degree in business/public administration or related field or equivalent combination of training, education, and experience. PREFERRED; Demonstrated knowledge in preparing grant submissions to NIH and private agencies in accordance with federal and University requirements including demonstrated skill in writing grant proposals and budget justifications to secure funding for large and complex projects at multiple sites.
