Manager of Strategic Initiatives and System Integration
AGENCY DESCRIPTION:
The Department of Small Business Services (SBS) is a vibrant, client-centered Agency whose mission is to serve New York City's small businesses and commercial districts. SBS makes it easier for businesses in New York City to form, do business and grow by providing direct assistance to business owners, fostering economic development in commercial districts, and linking employers to a skilled and qualified workforce. SBS is quickly becoming one of the most respected and dynamic Agencies in the City, and continues to reach for higher professional standards through innovative systems, new approaches to government, and a strong focus on its employees.
At SBS, City workforce development and economic development programs are housed in one agency for the first time, enabling the City to position, train, and place jobseekers based on business demand. SBS manages seven NYC Workforce1 Career Centers across all five boroughs of New York City. Operated in coordination the New York State Department of Labor and the City University of New York, Workforce1 Career Centers provide jobseekers with a full array of employment services including job placement, career advisement, job search counseling, and skills training. The Centers are co-located with NYC Business Solutions Centers, which provide businesses with access to skilled labor through customized recruitment and training initiatives tailored to a company's specific needs. These initiatives are part of the Center for Economic Opportunity program managed by City Hall and will require highly detailed performance management and measurement.
JOB DESCRIPTION:
The Manager of Strategic Initiatives and System Integration will work to develop and implement programs and initiatives that support the strategic goals of SBS and the Center for Economic Opportunity. The Manager will participate in program and operations planning, manage data and milestone tracking for the implementation of all initiatives and coordinate communications for the division. The position requires a unique blend of program knowledge, analytic, operational, administrative and interpersonal skills.
The Manager will work with SBS staff, City Hall staff, and Workforce1 Career Center staff under the supervision of the Assistant Commissioner for Strategic Initiatives and System Integration in the Workforce Development Division of SBS. The responsibilities of the Manager are strategic, analytical and operational and include:
• Program Operations Manage projects that will enhance the efficiency or capacity of programs (by developing systems and protocols, setting standards for service delivery and data collection) and serve as the liaison for internal and vendor staff, providing technical assistance, guidance and oversight.
• Milestone/Outcome Tracking: Provide reliable data and accurate analyses to inform reports required for the preparation of budgets, contracts and performance reports for internal and external audiences including the Workforce Development Division, SBS, the Mayor's office, and the media.
• Project Management: Collaborate with senior leadership of Workforce Development Division to create project plans and implementation plans for new initiatives and enhancements to existing initiatives. Project planning will require detailed budgeting, resource allocation, and programmatic definition. Implementation planning will include working with stakeholders and interested parties to ensure new ideas are vetted and appropriately shared with individuals internal and external to SBS.
• Internal and External Communication: Work closely with SBS program units to ensure that regular communication is streamlined among program units, partner agencies, and stakeholders as it relates to all projects and initiatives. A focus on engaging program units, operations staff, and senior leadership will be critical in the development and implementation stages of all projects. The Manager will be expected to create and deliver presentations and written documents that reflect the initiatives and overall strategy of the Strategic Initiatives and System Integration unit. The Manager will also be responsible to keep stakeholders updated on the progress of all initiatives and represent the Unit at meetings both internal and external to the agency.

QUALIFICATION REQUIREMENTS:
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area.
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
