PATH's mission is to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging healthy behaviors.

The Procurement Team at PATH has facilitated the procurement of vaccines, medicines, lab equipment and contraceptives helping countries obtain the most benefit from their scarce health care dollars. PATH's Procurement Team has also provided extensive technical assistance to help developing country public sector procurement units build technical capabilities and tools, to plan, implement, and monitor procurement programs.

We are currently seeking a Procurement Officer who will carry out procurement activities for foreign assistance health programs including international logistics and procurement, facilitating specifications and regulatory information, implementation, and policy monitoring compliance. Specific responsibilities will include: Administer large purchase orders according to the terms, conditions, and schedules to ensure that commodities (medical products) are delivered in a timely and appropriate manner to developing country locations. Coordinate logistics, including international freight, trouble shooting, and  problem escalation and resolution. Track, maintain, and manage data systems related to deliveries, payments and other operations on the project. Provide reports, updates and timely communication on related activities. Communicate and manage vendors. Participate in PATH institutional procurement, including computers, printing, special programs (other than the project noted above) and institutional goods and services. Coordinate contracts for the procurement of goods, ensuring compliance with PATH procurement policies on procurement of goods and services. Develop requests for quotation, review proposals and negotiate (or develop negotiation strategy) purchase contracts for goods and services, and coordinate related activities. Participate in the development of tools and tracking systems for internal use, such as spreadsheets, databases, and other date tools. Participate in shipping and logistics functions, especially to international project sites, and especially for restricted and specialty items, such as perishable, hazardous or restricted articles. Support capital, facility development, and other institutional procurement needs.Required Skills

Demonstrated ability to work independently. Excellent organizational, planning, training and problem-solving skills. Excellent written and verbal communication skills. High proficiency with Microsoft office, including databases, spreadsheets and presentations. English fluency. Experience with USAID and/or other Federal Acquisition rules highly desirable. Supervisory or process management experience desired. Proficiency in Spanish a plus.Required ExperienceBachelor's in business or related field plus five years' related work experience to include demonstrated international experience including commercial terms, logistics, and regulatory activities, or a combination of equivalent education and experience. Three year's professional experience in procurement and distribution of medical products, and experience with developing countries and public sector procurement are highly desirable.PATH is dedicated to diversity in staff and is an equal opportunity employer.
