Program Analyst, Workforce 1 Career Center Training Services
AGENCY DESCRIPTION:
The Department of Small Business Services (SBS), an agency of 250 employees and a $100 million budget, makes it easier for companies in New York City to form, do business and grow by providing direct assistance to business owners, fostering neighborhood development in commercial districts, promoting financial and economic opportunity among minority- and women-owned businesses, and preparing New Yorkers for jobs and linking employers with a skilled and qualified workforce.
SBS manages seven NYC Workforce1 Career Centers across all five boroughs of New York City. Operated in coordination the New York State Department of Labor and the City University of New York, Workforce1 Career Centers provide jobseekers with a full array of employment services including job placement, career advisement, job search counseling, and skills training.
JOB DESCRIPTION:
The Program Analyst will be part of a team that oversees jobseeker preparation, including workshops, free training opportunities and occupational skills trainings funded by Individual Training Grants (ITGs), through the Workforce1 Career Centers. With guidance and oversight from the Manager of Training Programming, the Program Analyst will play a key role in ensuring the Centers link training to employment by providing ongoing technical assistance to the Centers, creating informational materials and designing tools to support customer follow-up. In addition, the Program Analyst will support the continuous management of the training programs at each Center by writing effective communications updating SBS and Center staff on performance and policies, observing Center activities and analyzing training-related activities.
RESPONSIBLITIES:
• Create and evaluate curriculum and tools for training that will meet specific job orders from Business Solutions Hiring Accounts and Target Sectors
• Research and identify specific components of preparation for jobseekers that will enable them to be in demand by employers
• Perform processes analysis, including flow charts, implementation guides and other technical assistance tools, to improve issuance and effectiveness of occupational training
• Implement customer tracking and reporting structures to ensure customer follow-up and engagement for job placement during and after training
• Assist in implementation of assessment tools through the Centers including developing roll-out plans, training Center staff and analyzing the successes and challenges of these tools
• Create communication materials for internal and external audiences (quarterly and monthly reports, weekly communications, presentations, etc.)
• Analyze ITG issuance patterns among Centers and training providers to ensure customer choice and use of Training Guide research tool
• Research the labor market to identify high demand industries in New York City using Department of Labor data
• Research best practices of current workshops; then develop, implement and evaluate new workshops in seven Centers
REQUIRED SKILLS:
• Ability to deliver flow charts, process flows and evaluation criteria
• Coordinate and work well with both internal and external stakeholders
• Outstanding analytic and problem-solving abilities
• Strong presentation, writing, and communication skills
• Strong proficiency in Access, Excel, and Power Point
• Willingness to tackle difficult and complex problems
• Ability to work as part of a team as well as independently
• Ability to organize and drive projects to timely completion and multi-task effectively
• Strong work ethic and attention to detail
QUALIFICATIONS
1. A baccalaureate degree from an accredited college and three years of satisfactory, full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory, full-time progressively responsible experience as described in "1" above; or
