BACKGROUND OF THE WORK Grant Thornton has been engaged to work across multiple agencies to drive rapid transformation of business processes and systems in Iraq. Grant Thornton is supporting the implementation of the client's Procurement Assistance Program (PAP). The intent of the PAP is to provide procurement assistance to the Iraqi Ministries and the 18 Provinces under the authority of the Office of Government Public Contracting Policy (OGPCP), Ministry of Planning Development Cooperation (MOPDC). The PAP is specifically intended to support the establishment and growth of Procurement Offices throughout Iraq. THE JOB Grant Thornton LLP is currently seeking Senior Procurement Specialists to join our dynamic and growing PAP team in the Procurement Assistance Center in Erbil. These procurement specialists deliver policy interpretation, training and technical assistance, as well as provide senior management consulting services such as training, and specialized acquisition consulting. In addition, develop international contract templates, forms, business processes and tools which improve operations and advance the Government of Iraq's procurement capability. Will assist in establishing and growing new and existing procurement offices within the Iraqi Ministries. The individual should have extensive experience in government acquisition, budgetary and funding processes as they will provide analytic support to Government of Iraq staff supporting inter-ministerial budget execution and procurement oversight committees. Responsible for developing international contract templates, forms, and tools along the lines of World Bank and FIDIC, with specific adaptation to the Govt of Iraq. Will be responsible for interfacing directly with Iraqis in order to provide business consulting services helping them with key contract requirements at any phase of acqusition between market research through to post-award. Take part in business planning and analysis efforts. Bachelors degree and minimum 8 years related experience required.  MBA/MPA preferred. I  Extensive experience in government budgetary and funding processes as well as advising senior management officials is desired. Experience and knowledge of procurement structure and policy which involve international donors is desired. This position will require extensive travel to Iraq. DAWIA Acquisition Level III is desirable.Experience in government acquisition, budgetary and funding processes as they will provide analytic support to Government of Iraq staff supporting inter-ministerial budget execution and procurement oversight committees.
