Engineering Manager - Borger

Headquartered in Houston, Texas, the company had $178 billion of assets as of December 31, 2007. General Project Description ConocoPhillips is currently in the first phase of front-end loading for a large project at the WRB Refining Ltd. refinery in Borger, Texas. The project includes a new refinery unit to process naphtha, the revamp of selected existing NGL facilities, and modification and upgrade of offsites and utilities ResponsibilitiesThe Engineering Manager generally reports to the Project Manager and will be responsible for: During Front-End Loading: Ensuring all engineering deliverables for Project Appraisal, Optimization and Definition have been fully documented and approved, this includes but is not limited to : Assisting with the scope of work definition, for the front end engineering [FEL] work. Assisting with project plans, estimates, schedules and budgets. Supervising multi-discipline design activities and coordinating work with technology licensors. During  Execution:Overseeing the implementation of plans for design, procurement, construction, installation, commissioning and handover of facilities to Operations. This includes but is not limited to : Managing work at EPC contractor offices Coordinating equipment fabrication and testing at key vendor shops and at site during construction. Directing a multi-discipline team for engineering. Assisting with risk assessment; cost and schedule; and project safety. Driving the “Management of Change” process. Confirming the Project Completion and Handover is in accordance with the project Plans. Representing COP (in conjunction with Major Projects Manager) in dealings with vendors, suppliers, contractors, environmental agencies, etc. Basic/Required Qualifications · Bachelor’s of Science degree in Engineering Greater than 10 years of Project experience on major Refinery and / or Petrochemical projects of which 3 to 5 years is field experience. Five years of direct experience in preparing and implementing project execution plans, from pre-sanction through execution and start-up. Legally authorized to work in the United States on a regular full-time basis without restrictions Domestically mobile. Preferred Skills: Knowledge and experience of managing major engineering contractors. Interpersonal / teambuilding skills. Leadership, communication and organizational skills. Understanding of the risk management process. Experience in developing and administering prime contracts and sub contracts for capital projects. Work Location: Location of the work with engineering contractors will be in Houston, Texas for the first 12 to 24 months. The work location during the construction/ startup phase of 15 to 18 months is Borger, Texas. A candidate may live in either location and temporarily transfer or commute to the other work location as needed.
