Procurement Managers and Specialist

Fishbone Solutions, LTD based in Houston, Texas provides turnkey quality management and technical services for the refining and petrochemical industries. We are seeking Procurement Managers and Specialist for various projects in Texas and California.

Position Summary:

Describe overall job purpose

This position is responsible for procurement project execution and related processes covering equipment, materials and services for all refinery and pipeline & terminals (P&T’s)*. Incumbent is also deployed as necessary to provide procurement services to refineries / P&T’s for major turnarounds, and emergency requirements. The primary responsibility will be to manage, monitor and control procurement activities for assigned projects. Provides specialization expertise in project procurement based upon past experience and training, serving as a “go-to” person to resolve related issues and opportunities (subject matter expert).  May manage a team of employees to provide needed project procurement services to refineries served, and provides backup procurement services to local site procurement and contracts administration teams as needed. Assure utilization of multi-site supplier agreements and approved local supplier agreements. Objectives include meeting refinery PSM and occupational safety needs, assuring procurement and project compliance with corporate and project policies and procedures while maximizing profitability through increased operational reliability and reduction of total cost of operation & ownership (TCO). Travel to support projects (50% travel).

 (*) Excludes refinery feedstocks, energy, and transportation for feedstocks & products.

Experience Requirement:

· Procurement Managers a minimum of 10 years and Procurement Specialist a minimum of 5 years experience in project procurement support within the refining or petrochemical sector.  A proven track record in managing Project Procurement in major ($250MM+) industrial facilities. Strong negotiation skills required.  Working knowledge of SAP procurement and related systems required.  Strong written and verbal communication skills required.  Strong analytical skills required.  Strong project and change management skills required.  Proficient in use of computers for performing analyses and developing management presentations and KPI’s required.  Effective at communication with all levels from executive management to front line employees at sites required.

Major Accountabilities:



· Responsible for meeting requirements for project procurement of equipment, materials, and services required for refinery / P&T maintenance, turnarounds, and capital projects (scope excludes purchase of refinery feedstocks, energy, and transportation for feedstocks & products).

· Responsible for addressing procurement-related requirements of refinery / P&T management and executive management.

· Develops and issues RFIs, RFPs and RFQs as required to purchase required equipment, materials and services.

· Oversee post-award contract administration, including change orders, contract amendments, extensions, claims, and invoice process with primary contract and suppliers.

· Accountable for the proper close out of all procurement issues.
