Quality Assurance Manager - Billings Refinery

Headquartered in Houston, Texas, the company had $178 billion of assets as of December 31, 2007. The Quality Assurance [QA] Manager supports the New Crude/Vacuum Unit project at our Billings, Montana refinery through the development and implementation of a Quality Management System for the project.   Responsibilities In the Pre-execution Phase: Participating in development of project premises Advising team on QA needs. Participating in project execution planning. Participating contractor selection process Participating in evaluation of contractor(s) QA  planning Interfacing  with in-house and contractor QA activitiesIn the Execution Phase: Advises the PMT on QA requirements at various phases of the project Participates in TQM program with contractor Provides oversight of and interface with contractor(s) QA activities.

· Writes, issues and controls the QA plan and procedures for the project· Reviews and advises on the adequacy of contractors & subcontractors QA plans and related project procedures· Assists in carrying out internal QA audits· Participates in Contractor / Vendor pre-qualification site visits· Recommends corrective actions for non conformance and deviations to systems & procedures· Responsible for auditing contractors & sub-contractors conformance to approved systems & procedures· Responsible for inspection surveillance of critical equipment supplier.·Assures compliance with Conoco Phillips PMDG.   Basic/Required Qualifications · Bachelor's degree. Ten years experience of large-scale capital projects in the energy industry.· Successful completion of QA Engineering assignments of increasing responsibility, complexity and scope.· Legally authorized to work in the United States on a regular, full-time basis without restrictions· Domestically Mobile· Has clearly demonstrated strong technical competence · Demonstrated interpersonal/teambuilding skills· Strong written and oral communication skillsPreferred Skills: · Ten years experience in the petroleum industry· Team player with proven management and staff leadership skills.· Strong computer software knowledge for windows based database, spreadsheet and word processing programs.· Demonstrated ability for development of reports for and presentations to management.
