Regional Capital Projects Manager – Polymer manufacturing plants

 

 

Manages the Capital Projects within a region; this region consist of two site locations in the Houston area.  Leads the sites' engineering projects; by developing and evaluating project plans and organizing and controlling project elements. Ensure full compliance with process safety management in project execution and timeliness.

 

A.) Manage and Oversee Project Plans

1.) Provide technical support of project development and execution at all phases.  This is accomplished through management of direct reports, contractors and external engineering firms.

2.) Coordinate the FEL process for the projects.

3.) Manage the scoping, scheduling, timeframes, funding and staffing.

4.) Approve project schedule and schedule changes.

5.) Review bids from contractors and participate in the selection process and decision.  Manage the process via interfacing with Materials Management.

6.) Manage contract engineering services.

7.) Comply with Federal, State and Local regulations; including the maintenance and/or development of P&ID's (Piping & Instrumentation Diagrams) and other drawings required by OSHA for Process Safety Management and HAZOP compliance.

8.) Collect, analyze and summarize information and trends.

9.) Maintain project database by developing information requirements.

 

B.) Establish/implement Capital process

1.) Manage/administer capital process; ensuring adherence to procedures.

2.) Refine and improve procedures as appropriate.

3.) Perform and/or manage feasibility studies.

 

C.) Manages Project Staff

1.) Establishes the project team by recruiting, hiring, staffing, directing, training, mentoring and managing work assignments to members.

2.) Determine the number of project resources throughout the length of the project to ensure full utilization. Assign responsibilities.

3.) Approve contractors.

4.) Resolve issues.

 

D.) Develop, Implement and Manage Capital Budget for Region

1.) Develop capital budget annually, coordinating efforts with plant operations, process engineering and business functions to align the capital budget with the vision and strategy for the Chemicals division as well as the plant site.

2.) Analyze the budget on an ongoing basis to optimize the utilization of capital as needs/goals develop.

3.) Manage and track project spending to meet budget.

4.) Provide accurate forecasts of annual spending and input into future years planned spending.

5.) Analyze variances and take corrective actions.

 

E.) Manage contract staff to the Chemical's Contractor Safety Standard

1.) Administer contractor contracts.

2.) Ensure completion of required training.

3.) Facilitate Contractor Safety Committee.

 

 

Requirements:

 

1.) B.S. degree in Chemical or Mechanical Engineering required; Advanced Engineering Degree or MBA preferred.

2.) 10+ years experience in large scale chemical plant capital projects as a  Project Manager. Experience with the following: scope, design, estimating, procurement and managing contractors and employees.

3.)  Ability to interact and communicate effectively across all levels of an organization.

4.) Understanding of management systems and business process design.

5.)  Knowledge of FAMIS and Tabware systems and Formal project management skills training are a plus.

6.)  Sound engineering and construction principles along with Federal, State and local laws.  Chemical process principles.
