 North Carolina's Division of Water Quality (DWQ), within the Department of Environment & Natural Resources (DENR) is seeking a Programmer/Analyst for the Basinwide Information Management System (BIMS) application. BIMS is a large, mission-critical application that serves over 350 end users across numerous business units (functional areas) within DWQ.  Must communicate effectively in verbal & written form to establish & maintain effective working relationships with DENR, DWQ & BIMS staff & users at all levels.  Responsibilities include but not limited to: JAVA and SQL Development; Requirements Definition; Data Modeling; conceptual, Detail & Integration Design; Specification Construction; Programming, Testing; Implementation; Documentation; Systems Support; Planning.

KSA's


1. JAVA applications development (J2EE, STRUTS)

2. SQL

3. Object oriented design & development using relational DBMS in a client server environment

4. Requirements analysis & estimating

5. Develop use cases

6. UML modeling using rational rose or equivalent

TRAINING & EXPERIENCE

Graduation from a four-year college or university with nine semester hours in Programming & one year of experience in Business Application Consulting or Development. Experience in the field or work related to the position's role may be substituted on a year-for-year basis.

**Preferred** demonstrated experience with: reporting tools; reports, business objects. Swing Graphical User interface; XML, XML PARSER Techniques.
